The primary purpose of this position is primarily involved in the administration of training programs. This includes responsibility for the sustainment of operating education and training programs that provide for the educational development or advancement of the individuals enrolled.

Duties

1. Administers the overall training program for the Complex. 2. Establishes evaluative criteria through the analysis of educational or instructional problems or questions. 3. Provides management advisory and consultant services on a wide range of training matters. 4. Accomplishes special projects that frequently involve training and education matters, but may be outside the employee's specialty area. 5. Works to achieve and support quality improvement in all products and services.

Qualifications

Experience requirements are described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administative and Management Positions. Due to the use of 120-day rosters, this period of experience may be completed within 120 days of the closing date of this announcement. BASIC REQUIREMENT OR INDIVIDUAL OCCUPATIONAL REQUIREMENT: Education Undergraduate and Graduate Education: Major study -- education or a subject area related to the position to be filled. or Specialized Experience (for positions above GS-5): Experience that demonstrated a practical knowledge of the subject area of the position and of the methods and techniques of instruction. Examples of qualifying specialized experience include: Teaching or instructing in an adult education program, secondary school, college, military installation, or industrial establishment in the appropriate field(s). Supervising or administering a training program. Development or review of training/course materials, aids, devices, etc., and evaluation of training results. Work in the occupation or subject-matter field of the position to be filled that required training or instructing others on a regular basis. In addition to meeting the basic requirement above, to qualify for this position you must also meet the qualification requirements listed below: SPECIALIZED EXPERIENCE: Applicants must have at least one year (52 weeks) of specialized experience at the next lower grade GS-11, or equivalent in other pay systems. Examples of specialized experience includes administration of training programs. This includes responsibility for the sustainment of operating education and training programs that provide for the educational development or advancement of the individuals enrolled. NOTE: Due to the use of 120-day rosters, this period of experience may be completed within 120 days of the closing date of this announcement. FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-11 level is required to meet the time-in-grade requirements for the GS-12 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: 1. Knowledge of training administration policies and procedures; principles and techniques of training instruction and instructional design and materials development. 2. Knowledge of specialized subject matter directly related to assigned specialty area or organization. Normally acquired by on-the-job training combined with study and practice. 3. Ability to plan and execute complex, multi-faceted projects. 4. Ability to recognize and analyze problems, conduct research, summarize results, and make appropriate recommendations. 5. Ability to originate new ideas, projects, studies and methodologies. 6. Ability to communicate orally and in writing. 7. Ability to apply lean, safety, security, and health principles, practices, and procedures and to understand and apply internal management procedures. PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week. VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. Physical Demands: Work is sedentary. Typically, the employee sits comfortably to do the work. However, there may be some walking, standing, bending, carrying of light items, or driving an automobile. No special physical demands are required to perform this work. Work Environment: The environment involves everyday risks or discomforts that require normall safety precautions typical of such places as offices, meeting and training rooms, libraries, or commercial vehicles. The work area is adequately lit, heated. and ventiloled.
