The primary purpose of this position is to serve as the subject matter expert in the execution of Air Force Reserve activation and mobilization requirements for contingencies, emergent requirements and crisis operations in support of Combatant Commands. Incumbent ensures AFR functional area forces are managed in accordance with DoD doctrine and Air Force instructions
Duties
DUTY 1:
Performs role of Functional Area Representative for HQ Air Force Reserve Command Force Generation Center, Forces Division, managing and executing peacetime, contingency and wartime force generation operations.
DUTY 2:
Performs force planning and execution duties for AFRC personnel and equipment during joint, Air Force, MAJCOM, and Air Force Component GFM and AFPC/DPW rotational and emergent/contingency operations.
DUTY 3:
Advises senior deployment readiness specialists in specific phases of a complex mobilization process and develops operating procedures for management and utilization of AFR mobilizations and deployments.
DUTY 4:
Serves as the HQ AFRC Force Generation Center representative at subordinate, lateral, and higher headquarters mobilization planning meetings/workshops, Consolidated Planning Schedules (CPS) reviews, and Scheduling Integrated Process Team (SIPT) meetings/conferences to develop mobilization operations plans and programs.

Qualifications
Experience requirements are described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management Positions. Due to the use of 120-day rosters, this period of experience may be completed within 120 days of the closing date of this announcement.
SPECIALIZED EXPERIENCE: Applicants must have at least one year (52 weeks) of specialized experience at the next lower grade GS-09, or equivalent in other pay systems. Examples of specialized experience includes deployment planning and mobilization, development of training and information for deployment and utilizing systems such as Global Command and Control System (GCCS). OTE: Due to the use of 120-day rosters, this period of experience may be completed within 120 days of the closing date of this announcement.

Ph.D. or equivalent doctoral degree

3 full years of progressively higher level graduate education leading to such a degree
or
LL.M., if related
OR
COMBINATION OF EXPERIENCE AND EDUCATION:
Combinations of successfully completed post-high school education and experience may be used to meet total qualification requirements, and may be computed by first determining the applicant's total qualifying experience as a percentage of the experience required for the grade level; then determining the applicant's education as a percentage of the education required for the grade level; and then adding the two percentages. The total percentages must equal at least 100 percent to qualify an applicant for that grade level. Only graduate education in excess of master's or equivalent graduate degree or 2 full years of progressively higher level graduate education leading to such a degree or
LL.B. or J.D., if related may be used to qualify applicants for positions at grade GS-11.
FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-09 level is required to meet the time-in-grade requirements for the GS-11 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks.
KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:
1. Expert knowledge and skill in a wide range of DOD, MAJCOM, Joint, and wing-level deployment planning principles, operations, policies, practices, objectives and applicable directives.
2. Expert knowledge of AFRC structure, unit organization, and Air Force functional skill sets to align CCMD requirements with sourcing solutions that have significant impacts on supporting worldwide military operations.
3. Exceptional ability to compile, manipulate, reorganize, analyze, evaluate and scrutinize deployment data on AFR missions, functions, units, and resources to draw conclusions and/or devise options/solutions to complex problems.
4. Highly competent to make independent decisions and recommendations to include contingency and exercise planning and execution of force management principles, procedures and concepts during peacetime and wartime operations.
5. Outstanding knowledge of deployment planning and execution systems such as DCAPES and JOPES, as well as a thorough understanding of AFR activation and deployment processes.
6. Highly capable of manipulating multifaceted software programs, spreadsheets, and data entry products to identify, capture, and present mobilization data, updates, and trends for senior leader visibility and decision-making.
7. Ability to communicate effectively, both orally and in writing with all levels of personnel, to gain cooperation from and persuade others through tact, courtesy, and diplomacy.
PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.

You will receive credit for all qualifying experience, including volunteer experience.
