This position is located in the Service Center Operations Directorate, Records & Systems Support Division. As a Management and Program Analyst, you will implement, coordinate, and analyze a variety of management programs, prepare and provide briefings and presentations, and develop and evaluate policies.

Duties

The responsibilities described are for the full performance level. At developmental grade levels, assignments will be of more limited scope performed with less independence, and limited complexity. Evaluate policies and operating procedures for accuracy and applicability in order to propose new process objectives. Support management in performing a variety of basic analytical reviews, evaluations, and research functions. Provide assistance in the interpretation and recommendation of administrative policies, procedures, and management processes. Coordinate a wide spectrum of special projects or initiatives with a working group. Develop, implement, and monitor management information systems.

The qualifications for this position must be met by 11:59 PM (Eastern Time) on 08/07/2024. Current Federal employees must have served 52 weeks at the lower grade or equivalent grade band in the Federal service. The Time-in-Grade requirement must be met by 11:59 PM (Eastern Time) on 08/07/2024. GS-11: You qualify at the GS-11 level if you possess one (1) year of specialized experience, which is equivalent to at least the GS-09 level in the federal government, that equipped you with the skills needed to successfully perform the duties of the position. You must have experience performing the following duties: Collaborating on studies to evaluate program performance indicators; Utilizing established office databases and electronic collaboration networks to track and compile data; Using analytical techniques and statistical data to monitor management processes, systems, or programs and provide solutions or new approaches for resolving administrative or operational problems. OR You may substitute successful completion of a Ph.D. or equivalent doctoral degree, or L.L.M., if related, or three full years of progressively higher-level graduate education leading to such a degree at an accredited college or university, for experience at the GS-11 grade level. Such education must demonstrate the skills needed to do the work of the position. Check with your school to determine how many credit hours comprise three years of graduate study. If that information is not available, use 54 semester or 81 quarter hours. GS-12: You qualify at the GS-12 level if you possess one (1) year of specialized experience, which is equivalent to at least the GS-11 level in the federal government, that equipped you with the skills needed to successfully perform the duties of the position. You must have experience performing the following duties: Conducting studies on complex operational functions, work processes, or program policies; Analyzing project results and consolidating findings into detailed reports and presenting these to management; Applying knowledge of Microsoft Office applications and SharePoint to develop reports and maintain customized web content; Recommending and implementing actions to achieve program objectives.
