The primary purpose of this position, Logistics Management Specialist, (SME), NH-0346-03, to utilize logistics expertise to develop, implement, direct, and/or function as part of a logistics management operation for the Air Force Life Cycle Management Center (AFLCMC) in support of acquisition phases of assigned systems, programs, or major equipment.

Duties

Responsible for planning, managing, and coordinating total, cradle to grave logistics management to support a complex, major weapons system from concept through field deployment. Develop, refine, analyze, and issue logistics policies for assigned programs applicable to one or more Department of Defense components. Exercise full program responsibility for automated logistics systems. Serve as a senior command representative and spokesperson in communicating program matters. Coordinate, review, and approve functional systems modification and improvement recommendations and requests generated within the Air Force Life Cycle Management Center component.

Qualifications

Experience requirements are described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management Positions. Due to the use of 120-day rosters, this period of experience may be completed within 120 days of the closing date of this announcement. SPECIALIZED EXPERIENCE: Applicants must have at least 1 year (52 weeks) of specialized experience at the next lower broadband NH-02, equivalent to the next lower grade GS-11 or equivalent in other pay systems. Specialized experience is experience in assisted with directing, developing, implementing or functioning as part of a logistics management operation for an organization involved in providing logistical support to a new program, fielded system, modification or replacement program; aided with a logistics project conducting organizational and process related studies and analysis of organizations, functions, and work processes to improve mission effectiveness, resource allocation and efficiency, functions, and work processes to improve mission effectiveness, and resource allocation; aided with the planning, organizing, and overseeing the activities of the organization, ensuring that logistics management related operations comply with legal and regulatory requirements and meet customer needs. NOTE: Due to the use of 120-day rosters, this period of experience may be completed within 120 days of the closing date of this announcement. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: 1. Knowledge of the policies, practices, regulations, and laws concerning the acquisition and logistics management processes and initiatives. 2. Knowledge of the application of a wide range of qualitative and quantitative assessment methods. 3. Knowledge of the mission, roles, functions, organizational structures, and operation of the DoD, Air Force, and organizations that govern, interface with, and/or influence the logistics management program processes. 4. Skill in staff level planning, organizing, and overseeing critical aspects of development, production, and support of systems, subsystems, or equipment. 5. Ability to integrate, analyze, and manage a variety of logistics functions in support of research, development, production, and support of a system, subsystem, or equipment. 6. Ability to communicate both orally and in writing, clearly, concisely, and with technical accuracy. PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week. VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
