You will serve as a Supervisory Management Analyst in the Management and Administration Division of NAVSEA HQ FIELD SUPPORT. This position is part of the National Nuclear Security Administration (NNSA) Demonstration Project. The BR-03 broadband level encompasses positions equivalent to GS-13 and GS-14.

Duties

You will serve as a senior Management Analyst/Staff Advisor and apply an extensive knowledge and expert understanding of the full complement of administrative/management policies, principles, laws, regulations and procedures. You will perform analytical and management support assignments of unusual scope and difficulty. You will provide analytical and advisory services to managers or management teams in the development, implementation, evaluation, and improvement of management plans, communication strategies, studies, and analysis of resource requirements. You will plan, schedule, carry out, and modify work assignments in progress. You will provide authoritative staff advisory services to employees and managers throughout National Nuclear Security Administration (NNSA). You will research and analyze statutory and regulatory NNSA policies ad procedures to determine the nature and extent of flexibilities permitted to resolve difficult or unique problems with potentially widespread impact across NNSA components. You will initiate, lead, and conduct studies of administrative or management policies and program requirements encompassing many different and unrelated business processes, practices, disciplines or functional specialties. You will assess the effectiveness of current management practices, delegations and program operations and their projected impact on corporate management objectives. You will prepare written reports of findings and recommendations for presentation to senior agency managers and other top level executives within NNSA and the Department of Energy (DOE). You will identify areas where significant gains have been achieved and other areas where additional gains and improvements could be achieved. You will work with senior management officials to develop long-range management plans, required for the efficient and effective management and operation of the organization. You will plan work to be completed by individual employees, set and adjust short-term priorities, and prepare schedules for completion of work. You will provide advice, counsel, or instruction on other work and administrative matters.

  • You will be required to obtain and maintain an interim and/or final security clearance prior to entrance on duty. Failure to obtain and maintain the required level of clearance may result in the withdrawal of a job offer or removal.
  • Successful completion of a pre-employment drug test (including marijuana) is required. A tentative offer of employment will be rescinded if you fail to report to the drug test appointment or fail the test. You will be subject to random testing.
  • This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.
  • You will be required to complete ethics orientation within three months of appointment and submit a Confidential Financial Disclosure Report, OGE-450, within 30 days of appointment.
  • Supervisors in the executive branch have a heightened personal responsibility for advancing government ethics. You will be required to review the 14 General Principles of Ethical Conduct at 5 CFR 2635.101.

Qualifications

Your resume must demonstrate at least one year of specialized experience equivalent to the next lower pay band, BR-02 (GS-12 Equivalent), in the Federal service or equivalent experience in the private or public sector coordinating the analysis or review of business processes or operations to recommend or develop strategies or improvement initiatives for an organization to ensure efficient use of program or project resources.
