The position is located in the Architect of the Capitol (AOC), Office of the Chief Security Officer (OCSO), Assistant Director, Emergency Management and Resilience Division. The Resilience Program Manager assists OCSO leadership with the development and implementation of resilience programs for AOC associated structures, facilities, systems and resources.  The AOC manages facilities located within the U.S. Capitol Complex and remote locations in the District of Columbia, Maryland and Virginia.

Duties

Provides assistance with activities within other jurisdictions to ensure AOC-wide support to Congressional critical infrastructure-key resources, external emergency management, special programs and continuity programs such as continuity of operations (COOP), continuity of government (COG), enduring constitutional government (ECG) and Reconstitution. Although AOC is not subject to Executive Branch mandates, examples of similar programs include, but are not limited to: Presidential Policy Directive 8 (PPD-8), National Preparedness; PPD-21, Critical Infrastructure Security and Resilience; National Security Strategy; NSPD-51/HSPD-20, National Continuity Policy.

Qualifications

You must meet the United States Office of Personnel Management's (OPM) qualification requirements (including specialized experience and/or educational requirements) for the advertised position. You must meet all eligibility and qualifications requirements by the closing date of the job announcement. Additional information on the qualification requirements is outlined in the OPM Qualifications Standards Handbook of General Schedule Positions. It is available for your review on the OPM web site at OPM qualification standards  Specialized experience is experience that has equipped you with the particular knowledge, skills and abilities to perform successfully the duties of the position, and that is typically in or related to the position to be filled. To be creditable, an applicant's one full year (52 weeks) of specialized experience must demonstrate the knowledge, skills, and abilities necessary for successful job performance. To qualify at the GS-13 level, your resume must clearly demonstrate that you have one full year (52 weeks) of specialized experience comparable in difficulty and responsibility to at least the GS-12 level in the federal service. Examples of qualifying experience include the following types of tasks performed on a regular and recurring basis:  Providing technical advice and assistance in the development and process improvement practices of emergency management and continuity programs.  Providing analysis and recommending actions on emergency management or continuity programs;  Analyzing data to evaluate emergency management response or continuity plans.  Collaborating with Federal, State, Local and private industry partners in response to infrastructure and emergency programs.  To qualify at the GS-14 level, your resume must clearly demonstrate that you have one full year (52 weeks) of specialized experience comparable in difficulty and responsibility to at least the GS-13 level in the federal service. Examples of qualifying experience include the following types of tasks performed on a regular and recurring basis:  Conducting studies and analysis of effectiveness, efficiency, and productivity of federal or large scale private emergency management programs, Developing detailed plans, goals, and objectives for short-and long-range implementation and administration of the emergency readiness program(s) and/or developing criteria for evaluating the effectiveness of the program. Managing daily operations of continuity of operations, continuity of government, emergency preparedness, disaster recovery. Participating or serving on inter-Department or Agency and intra-Department continuity, critical infrastructure, or emergency preparedness task forces, committees, or planning teams.

Education

There is no educational requirement for the Facility Operations Services series (1640); however applicants for positions at grades GS-14 and above in the Architect of the Capitol must possess a Bachelor's degree or higher from an accredited college or university.
