This position is in the Office of the Under Secretary of Defense for Research and Engineering (OUSD(R&E)). The USD(R&E) serves as the Chief Technology Officer and is responsible for research, development, and prototyping activities within the Department of Defense (DoD).

Duties

This is a Direct Hire Public Notice, under this recruitment, applications will be accepted for each location and/or installation identified in this Public Notice and selections are made for vacancies as they occur. This position is being filled under Direct Hire Authority (DHA) in accordance with Section 1109 of FY 2020 NDAA; P.L. 116-92 and Section 9905 of Title 5, U.S.C. Please read this Public Notice in its entirety prior to submitting your application for consideration. Incumbents typical work assignments may include the following: Serve as the Deputy Program Director supporting the Assault Breaker II (ABII) program within the Office of the Assistant Secretary of Defense for Mission Capabilities (OASD(MC)). Lead and guide a team in implementing the ABII program for the Department of Defense, focusing on research, analysis, and strategic execution both within and outside the office. Serve as the Contracting Officer Representative (COR), overseeing contractor performance, ensuring documentation and communication with both the Contracting Officer (CO) and the contractor are maintained. Develop and articulate a strategic vision and plan for integrating these technologies into the program. Engage with potential user communities, industry leaders, and academic institutions to identify and leverage emerging technology and capabilities. Design, plan, and oversee program activities, ensuring successful transition of technologies and concepts to military applications.

Read more about what should I include in my federal resume? at https://www.usajobs.gov/Help/faq/application/documents/resume/what-to-include/ You may qualify at the NH-4 (GS-14/15) level, if you fulfill the following qualification requirement: One year of specialized experience equivalent to the NH-III (GS-13) grade level in the Federal service (experience may have been gained in the private sector) that demonstrates: Extensive experience in support of senior military roles, demonstrating leadership, strategic decision-making, and a profound understanding of military operations and culture. Deep familiarity with the DoD's operations, including a comprehensive grasp of the missions and functions of its components. Expert knowledge in managing and navigating the intricacies of relationships among the Joint Chiefs of Staff, Military Departments, Defense Agencies, and other elements within the Office of the Secretary of Defense. Experience managing and developing policies for significant DoD research, engineering, and acquisition projects, with an emphasis on collaboration within the DoD and the broader scientific community. Experience organizing, presenting, and leading discussions in high-level meetings with diverse stakeholders, ensuring effective communication and collaboration. Competence in synthesizing and presenting independent expert analyses at executive-level discussions, clearly communicating diverse perspectives to ensure comprehensive understanding among attendees. Solid foundation in DoD acquisition principles, supported by extensive education, training, and professional achievements relevant to managing DoD projects. Comprehensive understanding of DoD acquisition policies and regulations, ensuring adherence and strategic alignment with national defense objectives. Insight into the weapons development and acquisition lifecycle, including an understanding of support mechanisms and the ability to navigate through various phases of development and procurement. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. All qualifications and education requirements must be met by the closing date of this announcement and clearly documented in your resume.
