Duties
PRIMARY PURPOSE: To serve as the Information Operations Resource and Acquisition Specialist in the USCENTCOM Operations Directorate, Information Operations (IO) Division performing Planning, Programming, Budgeting, and Execution for allocating resources required for the employment of strategic IO across the range of military operations. The position conducts technical work for DoD appropriations, program elements and element of expense investment codes for a variety of HQ United States Central Command (USCENTCOM) programs.
DUTIES:
Performs acquisition and contract management for Military Information Support Operations (MISO), Special Activities Programs, Joint Electromagnetic Spectrum Operations Program Elements and other Information Related Capabilities.
Serves as principal advisor for all contracting activities and provides technical expertise in identifying acceptable solutions to resolve contractual issues encountered during all phases of the acquisition process.
Conducts analyses and reviews budget and related information.
Performs budget formulation work for the CCJ3 involving preparation of detailed analyses and estimates of annual funding needs for one or more future budget years.

- Incumbent may be required to work rotating shifts, weekends and federal holidays throughout the year.
- The position requires availability for rotating one-hour recall 24/7 to respond to crisis action planning or work extensive hours.
- The position requires accompanying the HQ USCENTCOM staff and performing assigned duties in both exercise and actual wartime situations.
- The Position may require operation in both field conditions and a combat zone.
- Work may occasionally require travel (CONUS and OCONUS) from the normal duty station on military or commercial aircraft and may be required to travel to the USCENTCOM AOR.
- The incumbent is required to file an OGE Form 450, Confidential Financial Disclosure Report, upon appointment and will be required to file annually in accordance with the Joint Ethics Regulation.
Qualifications
CONDITIONS OF EMPLOYMENT (CONTINUED):
Position is designated special-sensitive and requires a TOP SECRET (TS) security clearance with eligibility for access to Sensitive Compartmented Information (SCI), other intelligence-related Special Sensitive information, or involvement in Top Secret Special Access Programs (SAP) to fully perform the duties and responsibilities of the position. A non-disclosure agreement must be signed.
This position has been designated as a Testing Designated Position (TDP) under the Air Force Civilian Drug Testing Program. Illegal drug use by employees in sensitive positions presents a clear threat to the mission of the USCENTCOM, national security, and public safety. Therefore, incumbent is required to: (a) refrain from the use of illegal drugs and misuse of prescription medication, and (b) if requested, submit to urinalysis testing on short notice. Incumbent must pass initial and may be selected for random drug testing. May be subject to reasonable suspicion testing, safety mishap, or accident testing. The selectee must sign a statement acknowledging the position occupied is identified as a TDP.
This position is designated as a key position IAW AFI 36-507. Duties of this position are essential to the accomplishment of wartime/contingency operations. Incumbents of key positions must be removed from their military recall status if alternative for filling of the position during an emergency are not available.
In order to qualify, you must meet the Specialized Experience Requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions: Administrative and Management Positions- Management and Program Analysis (0343)
SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience equivalent to the GS-12 (or higher) grade level or equivalent (may have been obtained in the federal service, military, or public sector). Examples of specialized experience include mastery knowledge on the range of regulations, legislation, statutes, policies, and directives applicable Information Operations (IO), and specific to Military Information Support Operations (MISO), Operational Security (OPSEC), Public Affairs (PA), Cyberspace Operations (CO), Special Technical Operations (STO), Space Operation (SO), Electronic Warfare (EW), Military Deception (MILDEC), and Special Access Programs (SAP); mastery knowledge of military Information Related Capabilities command structures, DoD, and Civilian agencies, including their policies, practices, strategies, capabilities, and organizational relationships; knowledge of a full range of Federal contracting laws, executive orders, regulations, principles, policies, procedures, methods, techniques, and contract types applicable to pre-award and post-award actions for a variety of complex and/or diversified services and commodities; knowledge of appropriated fund programming processes, practices, and procedures to justify and recommend budget submissions; knowledge of computerized budget systems; practical knowledge of Federal, DoD, and Agency procurement statutes, executive orders, policies, MISO budget authority, and regulations to develop policies and provide guidance on all aspects and stages of the PPBE process; knowledge of government contracting methods and types to provide analysis and evaluation of organization procurement policies and practices to make recommendations on corrective actions and performance improvement; knowledge of budget execution processes and practices to determine whether obligations, expenditures, and requested allotments are within funding limitations in the approved budget; and knowledge of budget formulation processes to forecast annual revenues and expenses of assigned funds and to enter/adjust information in forms and schedules in acceptable budget formats (e.g., showing fund assets and liabilities).
FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-12 level is required to meet the time-in-grade requirements for the GS-13 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements.
KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:
Knowledge of a full range of Federal contracting laws, executive orders, regulations, principles, policies, procedures, methods, techniques, and contract types applicable to pre-award and post-award actions for a variety of complex and/or diversified services and commodities.
Knowledge of appropriated fund programming processes, practices, and procedures to justify and recommend budget submissions.
Knowledge of computerized budget systems.
Skill of analytical capability and be able to deal effectively with persons in other disciplines such as Program Management, Contracting, Civilian Personnel, Manpower, Human Resources, as well with personnel in industry and officials at higher headquarters.
Ability to communicate effectively, both orally and in writing, to justify, defend, present, and/or advise on budgetary processes/actions.
Ability to gather, assemble, and analyze data to develop alternatives, and make recommendations and the ability to explore and present fully the main facets of a policy or budgetary issue.
PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.
