You will serve as a Management and Program Analyst in the Resources Management Branch, Administrative Services Division (Code 1102.32), Executive Support Office at Portsmouth Naval Shipyard, Kittery, ME.

Duties

You will be responsible for the management and program analysis of organizational structure/planning, workforce forecasting/manning, comprehensive incentive plans, position management support, and employee incentive programs. You will analyze and evaluate the effectiveness of program operations in meeting established goals and objectives. You will evaluate/advise on the organization, methods and procedures for providing administrative and management support programs. You will review administrative audit and investigative reports to determine appropriate corrective action. You will review organizations for position management implications and prepare justification packages for new billets and/or high-grade actions. You will prepare reports and statistics on administrative-related information and keep managers apprised of management items and actions.

Qualifications

Vacancies filled from this announcement may be filled at any grade level listed. This position has potential for promotion to the target grade of GS-11 without further competition. Promotion to the GS-11 grade level will be made after qualifications and eligibility requirements have been met and upon the supervisor's recommendation. Promotion is neither implied nor guaranteed. Your resume must demonstrate general or specialized experience as described below: FOR GS-05 (three years of general experience that includes one year (52 weeks) of specialized experience equivalent to the next lower grade level, GS-04): Experience assisting with the support and the execution of administrative and personnel programs at an organization. Experience applying conventional fact-finding, analytical and problem-solving methods and techniques. Experience tracking records and referrals and ensuring work is processed in a timely manner. FOR GS-07 (one year of specialized experience equivalent to GS-05): Experience reviewing administrative documents such as organizational structures. Experience preparing, tracking, and reviewing requests for personnel actions and related personnel materials. Experience interpreting regulations, practices, and principles of personnel management. Education

SUBSTITUTION OF EDUCATION FOR EXPERIENCE: Applicants may substitute the following education for the required experience, provided it demonstrates the knowledge, skills and abilities necessary to do the work of the position:

GS-05: Successful completion of a full 4-year course of study in any field leading to a bachelor's degree, in an accredited college or university, meets the GS-05 level requirements.

GS-07: 1 full year of graduate level education or Superior Academic Achievement (S.A.A.) in undergraduate degree.

S.A.A. is based on (1) class standing, (2) grade-point average, or (3) honor society membership..
  1. Class standing -- Applicants must be in the upper third of the graduating class in the college, university, or major subdivision, such as the College of Liberal Arts or the School of Business Administration, based on completed courses.
  2. Grade-point average (G.P.A.)-- Applicants must have a grade-point average of:
  • 3.0 or higher out of a possible 4.0 ("B" or better) as recorded on their official transcript, or as computed based on 4 years of education, or as computed based on courses completed during the final 2 years of the curriculum; or
  • 3.5 or higher out of a possible 4.0 ("B+" or better) based on the average of the required courses completed in the major field or the required courses in the major field completed during the final 2 years of the curriculum.
Grade-point averages are to be rounded to one decimal place. For example, 2.95 will round to 3.0 and 2.94 will round to 2.9.


COMBINATION OF EDUCATION AND EXPERIENCE: Equivalent combinations of education and experience may be used to meet the total qualification requirements.
