This position is located in the Real Property Operations (TERO) organization of Real Property Services (TER), Transmission Engineering & Technical Services (TE), Transmission Services (T), Bonneville Power Administration (BPA).
A successful candidate in the Project Management Specialist position is responsible for planning and overseeing all administrative analytical and evaluative work related to the planning, design and implementation of new and improved information and procedural processes.
Duties
As a Project Management Specialist, you will:
Collaborate with and lead the management team in employing change management process concepts and techniques.
Conduct organizational needs assessments, determines organizational readiness for change, markets organizational awareness, and leads change initiatives.
Provide guidance and change management expertise by defining and implementing requirements for project-specific change management initiatives.
Develop, implement, and monitor a structured change management methodology that includes a communications plan, a sponsor roadmap, a coaching plan, a training plan and a resistance management plan.

SPECIALIZED EXPERIENCE REQUIREMENTS
A qualified candidate's resume must demonstrate at least one year of specialized experience equivalent to the next lower grade level (GS-12) in the Federal service. Specialized experience is defined as: Interpreting and applying a wide range of concepts, laws, policies, principles, regulations, precedents, and practices applicable to 1) perform project management duties that include cost-benefit analysis; financial management; planning and evaluating; developing and monitoring schedules; and managing resource requirements; and 2) providing technical advice, guidance, recommendations and courses of action for solutions to management and other technical specialists on assigned projects.
