This position is located at Bureau of the Fiscal Service, Managing Director, Service Delivery. As a Supervisory HR Specialist (Information Systems and Compensation), you will perform a variety of administrative, technical, analytical, and supervisory duties in personnel action processing, compensation, and leave administration.
Duties
As a Supervisory HR Specialist (Information Systems and Compensation), you will:
Serve as one of the technical experts and troubleshooters for the processing of personnel actions and payroll documents, staffing, and benefits issues.
Resolve complex technical problems and questions, which cannot be handled by subordinate employees. The work requires probing into the problem, asking pertinent questions, and researching regulations to obtain information for a thorough analysis of the problems.
Supervise a team responsible for the successful development, implementation, and management of critical automated systems that support processing operations. Operational supervisors are responsible for ensuring the timely and accurate processing of multiple agency personnel and payroll actions. The accuracy and the timeliness of processing is critical to ensuring employees are compensated correctly and maintaining the confidence of customer agencies.
Develop and present training courses, seminars, and briefings for employees, supervisors, and managers on all aspects of pay and leave administration and time and attendance systems.
Perform virtually all duties for a variety of franchise organizations operating under widely varying array of policies and procedures. This may include developing policies for constraints of existing policies to accommodate unusual and unprecedented circumstances and events.

The experience may have been gained in either the public, private sector or volunteer service. One year of experience refers to full-time work; part-time work is considered on a prorated basis. Specialized experience: For the GS-13: Specialized experience is fifty-two (52) weeks of experience at the GS-12 level or equivalent that is directly related to the position as listed in this announcement and which has equipped the candidate with the particular knowledge, skills, and abilities to successfully perform the duties of the position. Specialized experience is defined as ALL of the following:
-Providing advice and guidance relative to compliance with Human Resources (HR) laws and regulations (examples of the HR rules, regulations and policies are Title 5 Code of Federal Regulations (CFR), federal HR case law, OPM guidance, National Finance Center guidance, etc.) AND
-Resolving pay and leave administration or benefits issues, including but not limited to employee indebtedness AND
-Experience performing duties as a Senior HR Specialist that included independently conducting training and mentoring, as well as making related presentations to high level officials, and working on policy/procedural reviews or creation. This experience included Federal HR topics that demonstrated exposure to and a general knowledge of benefits and retirement or payroll regulations; OR
- Experience as a Senior HR specialist that included using communication skills, both verbally and written, to support recommendations and conclusions in resolving problems related to benefits and retirement or payroll; OR
- Experience leading Federal Human Resources projects and/or project teams that demonstrated the ability to interpret and apply Title 5 Federal Human Resources regulations.
In addition to the above requirements, you must meet the following time-in-grade requirement, if applicable:
For the GS-13, you must have been at the GS-12 level for 52 weeks.
