Duties
You will review and evaluate completed staff actions (memos, correspondence, reports, studies, fact sheets, information papers) for overall quality of the document and compliance with policy.
You will analyze work processes, and evaluate program operations; identify problems, inefficiencies, and potential improvements; and develop options/recommendations for solutions.
You will provide advice and guidance for improvements and anticipate potential areas of concern or questions that should be addressed when making recommendations.
You will identify problem areas within the administrative processes, make recommendations, and assess and revise policies and procedures to resolve issues and find ways to improve quality, timeliness and efficiency of administrative work.
You will oversee or personally participate in extensive studies, prepare statistical summaries, formulate position papers, and prepare briefings.
You will conduct detailed analyses of complex functions/work processes including examination of production standards, programmed workloads, nonproductive time and deviations to determine programmatic efficiency.
You will compile data, identify facts (including shortcomings and opportunities for improvement), ascertain correlations and perform a range of qualitative and quantitative analyses to draw conclusions.
You will devise solutions to issues encountered in developing and managing internal controls over Directorate management and programmatic information including databases, file transfer, information technology solutions, etc.
You will assist in the allocation of funds for the executive offices, make recommendations regarding reprogramming where appropriate within allocated funds and prepare and submit appropriate justification for additional funds.
You will provide advice to management and program personnel on budgetary and financial issues which impact significant and critical programs to support an expanding array of events and the organization's response to such events.
You will maintain awareness of and information about the overall status of financial resources to react to changing situations with timely recommendations.

Qualifications
GS-09: Your resume must also demonstrate at least one year of specialized experience at or equivalent to the GS-07 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following:
Experience problem solving to select, organize and logically process relevant information (verbal, numerical or abstract) to solve a problem; and
Experience identifying, compiling, extracting, interpreting, integrating, evaluating and applying information from an array of applicable sources (such as Department of Defense (DoD), DON and NCIS guidance) to study and help solve an array of administrative and management/program analysis challenges.
GS-07: Your resume must also demonstrate at least one year of specialized experience at or equivalent to the GS-05 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following:
Experience operating a computer and modern office suite software to communicate, word process, record, calculate, prepare presentations, etc.;
Experience applying information technology solutions; and
Experience using specialized software (such as enterprise systems) for a variety of management and program analysis purposes.

GS-09 Education: Master's or equivalent graduate degree
or
2 full years of progressively higher level graduate education leading to such a degree

LL.B. or J.D., if related
GS-07 Education: 1 full year of graduate level education
