The primary purpose of this position is to: For all Wing Facilities, perform technical work in support of sustainment, repair, and modifications of existing or new construction of facilities. To perform Asset Management duties related to facilities.
Duties
Performs design and specification work for substantial maintenance, repair, alteration, and modifications of existing or new construction of real property facilities, including utility systems, utilizing a comprehensive, intense, practical knowledge of technical engineering methods.
Prepares cost estimates for the budgetary and competitive bidding phase, of the contracting process, utilizing quantitative and quantitative techniques for Architectural, Civil Enginee1·ing, Electrical HVAC and Environmental Engineering projects.
Performs work in construction management, programming/base development and maintenance functions for Architectural, Civil Engineering projects.
Performs Asset Management duties.

Qualifications
Experience requirements are described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Technical and Medical Support Positions. Due to the use of 120-day rosters, this period of experience may be completed within 120 days of the closing date of this announcement.
BASIC REQUIREMENT OR INDIVIDUAL OCCUPATIONAL REQUIREMENT:
Examples of qualifying specialized experience include technical work in: drafting, surveying construction estimating, physical science, mathematics, aerospace, architecture, chemicals, electrical or mechanical systems, mining, petroleum, or nuclear systems.
Experience in a trade or craft may be credited as specialized experience when the work provided intensive knowledge of engineering principles, techniques, methods, and precedents. Examples are trade positions with substantial developmental, test, or design responsibilities such as:
Planner and estimator who analyzed designs for production purposes.
Instrument maker or model maker who performed design or development work on devices fabricated.
OR
CERTIFICATION: Engineering technicians may be certified by the National Institute for Certification in Engineering Technologies, an organization sponsored by the National Society of Professional Engineers. Certification by the Institute will be helpful as a measure of the technician's quality of experience.
In addition to meeting the basic requirement above, to qualify for this position you must also meet the qualification requirements listed below:
SPECIALIZED EXPERIENCE: Applicants must have at least one year (52 weeks) of specialized experience at the next lower grade GS-09, or equivalent in other pay systems. Specialized experience is defined as Civil Engineering Technician procedures interpreting regulations, policies, and instructions; applying diagnostic techniques in utilizing measurement devices; and preparing cost estimates for budgetary and bidding phases of the contracting processes.

FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-09 level is required to meet the time-in-grade requirements for the GS-11 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks.
KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:
1. Technical and/or working knowledge of engineering principles, engineering mathematics, and engineering practices of the Civil, Architecture, Mechanical, and Electrical disciplines as required through practical experience in construction of pavements, drainage systems, interior design, vertical construction, Heating and Air Conditioning, Fire protection. lighting and power supply.
2. Practical knowledge of federal, agency, base codes and policies.
3. Skilled at interpreting and reading working drawing and specifications.
4. Skilled at using Computer Aided Drafting and Design, Achibus Facility Management software and editing software.
5. Familiar with a variety of computer applications/software to input and extract data from established databases such as Microsoft Excel and Access.
6. Skilled at understanding and enforcing wellness, safety and security regulations, practices, and procedures.
7. Ability to plan, organize and complete small repair projects to complex minor construction projects.
8. Ability to communicate effectively, both orally and in writing.
9. Must maintain proficiency in Building Information Modeling (BIM).
10. Posses knowledge in Architecture, Civil Engineering, Electrical, HVAC and Environmental Engineering.
11. Knowledge of and skill in applying basic or commonly used rules, procedures, or operations to conduct design studies, prepares design calculations and plans, provide alternative solutions and makes recommendations regarding feasibility.
WORK ENVIRONMENT:
Work area entails both office setting and outdoor sites as well as construction and industrial areas. Normal safety precautions are required due to the uneven, rocky, or slippery surfaces at the sites visited on a regular and recurring basis.
PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.
