The primary purpose of this position is to provide experience technical engineering service to develop methods, processes, and equipment used in Non-Destructive Inspection (NDI) methods.
Duties
Design, develop, and prototype techniques to accomplish processes and projects pertaining to the use or nondestructive inspection (NDI) methods used in repair/overhaul of aircraft engine components.
Coordinates projects with engineers in a variety of disciplines and/or with Training Monitors/Leaders to accomplish projects of broad scope and objectives pertaining to Non-Destructive Inspection.
Works with organizational managers and Training Monitors/Leaders authorities to develop and gain approval for proposed Non-Destructive Inspection methods.
Develops, manages, assesses, and conducts training needs for technical engineering to meet mission requirements.
Participates in technical engineering discussions and meetings to address issues and serves on panels/committees to identify problems and resolve conflicts.

Qualifications
Experience requirements are described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Technical and Medical Support Positions. Due to the use of 120-day rosters, this period of experience may be completed within 120 days of the closing date of this announcement.
BASIC REQUIREMENT OR INDIVIDUAL OCCUPATIONAL REQUIREMENT: Applicants must have basic experience to qualify for the position. Examples of basic experience includes: technical work or trade/craft work in: drafting, surveying construction estimating, physical science, mathematics, aerospace, architecture, chemicals, electrical or mechanical systems, mining, petroleum, or nuclear systems; planner and estimator who analyzed designs for production purposes or instrument maker or model maker who performed design or development work on devices fabricated.
OR
Completed Certification by the National Institute for Certification in Engineering Technologies, or an organization sponsored by the National Society of Professional Engineers. (You must provide proof of this certification in your application documents.)
In addition to meeting the basic requirement above, to qualify for this position you must also meet the qualification requirements listed below:
SPECIALIZED EXPERIENCE: Applicants must have at least one year (52 weeks) of specialized experience at the next lower grade GS-11, or equivalent in other pay systems. Examples of specialized experience includes experience with methods, processes, and equipment in Non-Destructive Inspection (NDI) to solve problems relating to mechanical discipline and industrial processes; and experience analyzing practices and methods to support a project for recommending solutions to resolve production issues. NOTE: Due to the use of 120-day rosters, this period of experience may be completed within 120 days of the closing date of this announcement.
FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-11 level is required to meet the time-in-grade requirements for the GS-12 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks.
KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:
Extensive knowledge of NDI inspection methods, techniques, equipment, certification requirements and practices. Level III certification in at least three of the following NDI methods: penetrant, magnetic particle, eddy current, radiography, sonic infrared and/or ultrasonic is required along with the ability to attain Level III in the other NDI methods.
Knowledge of safety and occupational health requirements as outlined in applicable standards, regulations, and/or technical orders.
Knowledge of quality assurance principles, practices, and procedures: Ability to apply sampling methods; read, interpret, and apply specifications and drawings; knowledge of technical data, such as blueprints, engineering drawings, and microfilm.
Knowledge of equipment to develop and implement new processes and/or to modify or improve existing ones.
Knowledge of the operations, services, needs, and goals of management and their program(s); the organizations studied or served; and related customers, functions, resources, and users.
Ability to read technical engineering plans and specifications; gather, analyze, and present data and supporting analyses and research, analyze, interpret, and apply rules, regulations, and procedures in a variety of situations and recommend timely and economical solutions.
Skill in establishing effective professional working relationships with managers, customers and contractors contributing to a cooperative work environment and successful accomplishment of mission.
WORK ENVIRONMENT: In addition to the work performed in an office setting, work involves regular and recurring visits to laboratory, manufacturing, storage, or test areas. Such visits may require use of appropriate protective clothing or gear such as safety glasses and shoes, ear protection, Thermo-Luminescent Dosimeter (TLD), and hardhat, as well as observance of appropriate safety precautions.
PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.
