The primary purpose of this position is to serve as a materials engineering technician in the Dual areas of tests and evaluation and failure analysis for and with the Metallurgical Analysis Section of the Physical Sciences Flight.

Duties

Act as the principal Large Chamber Scanning Electron Microscope (LCSEM) engineering technician. Independently manage performs and completes assigned complex projects with a level of knowledge sophistication, and proficiency that exceeds the scope of a lower grade technician. Works across a wide range of agency activities, industrial concerns, weapon systems, and programs. Performs a variety of both standard and novel materials testing both in the lab and in the field on aircraft structures, engine compartments, accessory items, and Industrial structures for the purpose of problems resolution, corrective action, root cause determination and statistic data acquisition in support of ALC weapon system performance issues, field issues, suspected material defects, production problems and production process control.

Qualifications

Experience requirements are described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Technical and Medical Support Positions, to include the Individual Occupational Requirements (IOR) for the GS-0802, Engineering Technical Series. Due to the use of 120-day rosters, this period of experience may be completed within 120 days of the closing date of this announcement. BASIC REQUIREMENT OR INDIVIDUAL OCCUPATIONAL REQUIREMENT: In addition to meeting the basic requirement above, to qualify for this position you must also meet the qualification requirements listed below: Certification: Engineering technicians may be certified by the National Institute for Certification in Engineering Technologies, an organization sponsored by the National Society of Professional Engineers. Certification by the Institute will be helpful as a measure of the technician's quality of experience. OR SPECIALIZED EXPERIENCE: Applicants must have at least one year (52 weeks) of specialized experience at the next lower grade GS-11, or equivalent in other pay systems. Examples of specialized experience includes technical work in: drafting, surveying construction estimating, physical science, mathematics, aerospace, architecture, chemicals, electrical or mechanical systems, mining, petroleum, or nuclear systems. NOTE: Due to the use of 120-day rosters, this period of experience may be completed within 120 days of the closing date of this announcement. Experience in a trade or craft may be credited as specialized experience when the work provided intensive knowledge of engineering principles, techniques, methods, and precedents. Examples are trade positions with substantial developmental, test, or design responsibilities such as: Planner and estimator who analyzed designs for production purposes. Instrument maker or model maker who performed design or development work on devices fabricated. FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-?grade requirements to be considered eligible. One year at the GS-11 level is required to meet the time-in-grade requirements for the GS-12 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: 1. Substantial and extensive understanding and working knowledge of Highly complex Aerospace material engineering concepts, principles, practices, and failure modes. Ability to accomplish rigorous mathematical computations. 2. Deep and broad knowledge of material science with respect to the testing and evaluation of pure metals metals, alloys, ceramics, organic polymers, and composite materials. 3.Working and theoretical knowledge of materials possess and analysis required for process improvements. Substantial knowledge of materials properties and components specifications as well as the operational use of components and maintenance malpractice during depot repair and overhaul. 4.Demonstrate of dedication, broad-based test and evaluation experience. Experience in a broad range of material technology applicable to engines as well as aircraft, missiles, and accessory designs, first article evaluations, and repair to overall process. Practical experience and related material technology fields including, but not limited to, aerospace, automotive, metals processes, and fabrication, heat treatment, mechanical system, chemical, industrial/quality, electrical/electronics, metallurgical, and structure. 5. Skill and proficiency maintaining an operating complex analytical lab tests and evaluating equipment. Ability to proactively identify and mitigate equipment failures suggest improvements find novel approaches and specify new resources. 6. Experience in reading and interpreting blueprints. Demonstrating ability to research, understand and Implement material specification, equipment operation manuals and other required technical data 7. Ability to communicate effectively both orally and in writing. Proficiently in English. PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week. VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
