The primary purpose of this position is to provide experienced technical engineering service to develop and implement the methods, processes, and equipment used in the networking, remote collection, and monitoring of predictive maintenance technological data, and to collect and analyze data, test, monitor and diagnose the operating condition of Industrial Plant Equipment.

Duties

Design, develop, prototype, and implement techniques to accomplish processes and projects pertaining to the implementation and sustainment of both manual and automated Predictive Maintenance (PdM) practices used in the maintenance and repair of IPE Coordinates projects with engineers in a variety of disciplines for the purpose of functional and reliability testing using a variety of complex test equipment to determine if industrial process equipment components meet agency and manufacturer's standards and tolerances Develops and maintains required programs to support the needs of the user Performs required testing to troubleshoot and correct systems and applications software discrepancies. Complies with health, safety, environmental rules, and procedures and performs work in a manner that enhances the safety of the work environment

Qualifications

Experience requirements are described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Technical and Medical Support Positions. Due to the use of 120-day rosters, this period of experience may be completed within 120 days of the closing date of this announcement. BASIC REQUIREMENT OR INDIVIDUAL OCCUPATIONAL REQUIREMENT: Examples of qualifying specialized experience (i.e. GS-11) include technical work in: drafting, surveying construction estimating, physical science, mathematics, aerospace, architecture, chemicals, electrical or mechanical systems, mining, petroleum, or nuclear systems. Experience in a trade or craft may be credited as specialized experience when the work provided intensive knowledge of engineering principles, techniques, methods, and precedents. Examples are trade positions with substantial developmental, test, or design responsibilities such as: Planner and estimator who analyzed designs for production purposes. Instrument maker or model maker who performed design or development work on devices fabricated. In addition to meeting the basic requirement above, to qualify for this position you must also meet the qualification requirements listed below: SPECIALIZED EXPERIENCE: Applicants must have at least one year (52 weeks) of specialized experience at the next lower grade GS-11 or equivalent in other pay systems. Examples of specialized experience includes ?????? technical work in assisting in the development and implementation of engineering methods, processes, and equipment used in networking, remote collection, and monitoring of predictive maintenance programs or projects. NOTE: Due to the use of 120-day rosters, this period of experience may be completed within 120 days of the closing date of this announcement. FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-­grade requirements to be considered eligible. One year at the GS-11 level is required to meet the time-in-grade requirements for the GS-12 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: Thorough knowledge of a wide range of maintenance concepts, principles, and practices of specific systems/equipment. Knowledge of required security and safety regulations, practices, and procedures. Knowledge of program goals and objectives, sequence and timing of operational events and milestones. Skill in providing technical advice in terms of oral and written briefings, reports, and recommendations to senior leadership and maintenance technicians; and developing interpersonal relationships, maintaining good working relationships, and working cooperatively as a member of a team. Ability to communicate effectively, both orally and in writing and to build rapport with others. Skill in preparing project papers and staff reports. Ability to plan, organize, and reprioritize work to meet changing demands. Ability to design and troubleshoot network systems and related components. Skill in quantifying costs/savings derived from successful implemented improvement activities. Skill in managing projects, the scope of which may affect the entire Division. Work Environment: The employee works in an office setting part of the time, but is also required to regularly visit production areas, which involve moderate risks, discomfort, and require safety precautions. Visits to industrial areas take place in all weather conditions. The employee may be exposed to high sound levels, strong odors, fumes from paint, and fuels or chemicals used for the work processes. Regular use of safety equipment is an occupational requirement. Risk of exposure to potential high voltage shock and burns. PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week. VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
