You will serve as a Supervisory Program Analyst in the SYSCOM Security Cooperation Office (SSCO), Comptroller Directorate (SEA01) of NAVSEA HQ FIELD SUPPORT.
Duties
You will oversee and provide strategic direction and management of SYSCOM Security Cooperation Office (SSCO) roles and responsibilities.
You will provide a wide range of briefings and reports to internal and external senior stakeholders.
You will serve as the Director of the NAVSEA SSCO and act on all matters concerning the execution of security cooperation programs.
You will conduct program reviews with NAVSEA program offices regarding cost, schedule, and performance issues related to Foreign Military Sales (FMS) case execution.
You will review and prepare program documentation to determine appropriate changes or corrective actions.
You will conduct complex studies, perform analysis, and extract FMS Case Life Cycle performance data using various FMS Systems (DSAMS, MISIL, DIFS, CEPT, and SCIP).
You will develop and implement improvement and efficiency strategies for the FMS Case Life Cycle based on findings from key program specialists and analyst.
You will analyze, interpret and provide direction on Defense Security Cooperation Agency (DSCA) and SECNAV guidance and policy impacting NAVSEA security cooperation programs.
You will be responsible for overall NAVSEA Command input to the Security Assistance Program and Budget Review (SAPBR) and all of other requests for security cooperation resources.
You will make determinations on resource requirements for assigned programs.
You will be responsible for oversight, management and recommendations to NAVSEA Command FMS Reimbursable controls, and ensure sufficient resources are in place for program execution.
You will establish work assignments to be accomplished by the employees in the program.
You will set priorities, prepare schedules for work completion, and ensure the timely performance of satisfactory work efforts.
You will evaluate employee performance and recommend appropriate incentive.

- This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.
- Supervisors in the executive branch have a heightened personal responsibility for advancing government ethics. You will be required to review the 14 General Principles of Ethical Conduct at 5 CFR 2635.101.
Qualifications
Your resume must demonstrate at least one year of specialized experience equivalent to the next lower pay band, NH-03 (GS-13 Equivalent), in the Federal service or equivalent experience in the private or public sector conducting program reviews or analysis of Foreign Military Sales (FMS) case tasks, functions, or requirements to develop strategies, changes, or corrective actions for improving the efficiency of FMS case execution, operations, processes, or procedures.
