Selectee may work from any of the available locations listed and must live within 2 hours commuting distance of one of the locations. Outstationing may be available for eligible SSA employees who meet the agency requirements.
Duties
Human Resource Specialists are valued members of our team. As a Human Resources Professional and Consultant to management, you will provide guidance in the human resource areas of Staffing (Recruitment and Placement) and Classification. The work you will perform will help SSA accomplish its mission.
Human Resource Specialists (Staffing and Classification) provide a variety of consultative and advisory services to all levels of leadership and employees in the organization. Typical work assignments include: developing multiple recruitment strategies utilizing various hiring flexibilities and authorities; preparing vacancy announcements, receiving applications, determining applicant eligibility, rating and ranking candidates, and referring candidates for selection; applies the requirements of the Office of Personnel Management's (OPM) Delegated Examining Unit Authority to affected recruitment authorities; processes personnel actions; audits, evaluates and classifies positions; and reviews drafts of revised or new position descriptions, determining titles, series and grades within Regional classification authority.

Qualifications
For GS-11: Applicant must have 52 weeks of specialized experience at the GS-9 level, or equivalent, which is in or related to the work of the position to be filled and has equipped applicant with the particular knowledge, skills, and abilities to successfully perform the duties of the position. Specialized experience includes, recruiting and rating applications for vacancies through merit promotion, delegated examining procedures or automated staffing applications. Explaining and researching technical personnel procedures, regulations, and requirements in staffing and classification to reconcile discrepancies or inconsistencies in personnel actions/requests. Analyzing, evaluating, and recommending appropriate resolutions to complex interrelated HR problems and issues to managers and executives. Reviewing and consolidating comments on new or proposed human resources policies, procedures, and guidelines for impact on organizational practices; identifying problems and conflicts with current or acceptable staffing policies and practices; providing technical advice and guidance to management and employees on various recruiting and rating applications for vacancies through merit promotion, delegated examining procedures or automated staffing applications.
For GS-12: Applicant must have 52 weeks of specialized experience at the GS-11 level, or equivalent, which is in or related to the work of the position to be filled and has equipped applicant with the particular knowledge, skills, and abilities to successfully perform the duties of the position. Specialized experience include recruiting and rating applications for vacancies through merit promotion, delegated examining procedures or automated staffing applications. Researching technical personnel procedures, regulations, and requirements regarding staffing matters to reconcile discrepancies or inconsistencies in personnel actions/requests. Analyzing, evaluating, and recommending appropriate resolutions to complex interrelated HR problems and issues to managers and executives. Reviewing and consolidating comments on new or proposed human resources policies, procedures, and guidelines for impact on organizational practices. Identifying problems and conflicts with current or acceptable staffing policies and practices.
All qualifications requirements must be met by the closing date of this vacancy.
Applicants for promotion to GS-11 must have 52 weeks at GS-09.
Applicants for promotion to GS-12 must have 52 weeks at GS-11.
Time in grade requirement must be met by the closing date of this announcement.
Time in grade requirement applies to Current Federal, Reinstatement eligible, ICTAP eligible.
Education
For GS-11: Ph.D. or equivalent doctoral degree, or three full years of progressively higher level graduate education leading to a Ph.D. or equivalent degree, or LL.M.
For GS-12: Substitution of education for experience is not applicable for the GS-12 grade level.
Combining Education and Experience: Experience and education as described above may be combined to meet the minimum qualification requirements. Experience and education will be computed as percentages of the overall requirements and must equal to 100 percent when combined. Only graduate education in excess of the amount required for the next lower grade level may be used to qualify applicants for positions at the grade GS-11.
Note: One year of full-time graduate education is considered to be the number of credit hours that the school you attended has determined to represent one year of study. If this information cannot be obtained from your school, we will consider 18 semester/27 quarter hours to be equal to one year of full-time study.
