The Royalties Coordinator administers post-execution license agreements for royalty monitoring and compliance, with more complex assignments performed under the direction of the Supervisory Royalties Analyst. The incumbent serves as a liaison to NIH ICs and the Centers for Disease Control (CDC) by providing administrative and technical coordination of the NIH royalties program and the reimbursement of patent prosecution costs from licenses.
Duties
Analyze, interpret and clarify various program functions where actual and potential problem areas may exist to in-house operating personnel and to coordinating agency personnel.
Offer opinion and advice in consultation with Senior Royalties Administrator to improve effectiveness and efficiency of work operations.
Obtain knowledge and skill in adapting analytical techniques and evaluative criteria to the measurement and improvement of program effectiveness and organizational productivity.
Receive and maintain files of license agreements to ensure that all parties are fulfilling all financial obligations.
Receive copies of income items from the Office of Finance Management and enter check information into automated system, identifying missing, or over, or shortfall payments.
Assist the Royalties Administrator with discrepancies that appear on monthly reconciliation and outstanding royalty reports.
Requirements
- U.S. Citizenship requirement or proof of being a U.S. National must be met by closing date.

Qualifications
You qualify at the GS-09 level if you meet at least one of the following qualification requirements:
You must demonstrate in your resume at least one (1) year of qualifying experience equivalent to at least the GS-07 level in the Federal service obtained in either the private or public sector, performing the following types of tasks: responding to routine inquiries related to policies and procedures within a program or organization; tracking funds, analyzing costs, and processing complex documents; entering and maintaining computerized database files; and reconciling financial reports; OR
Have successfully completed a Master's Degree or higher in in a field directly related to this position (i.e., Accounting, Finance, Taxation, etc.); OR have successfully completed at least 2 years of graduate education toward such a degree; OR
Have a combination of post baccalaureate education and experience that meets 100% of the qualification requirements for this position.
You qualify at the GS-11 level if you meet the following qualification requirements:
You must demonstrate in your resume at least one (1) year of qualifying experience equivalent to at least the GS-09 level in the Federal service obtained in either the private or public sector, performing the following types of tasks: coordinating the tracking of royalty income and the reimbursement of patent prosecution costs from licenses; ensuring compliance with governing regulations, laws and policies related to technology transfer; coordinating the collection of royalties with licensees and customers; maintaining a computerized data base to track financial payments and prepare data summaries and reports; and reconciling conflicting data to obtain clear indices of organizational performance; OR
Have completed a Ph.D. or equivalent doctoral degree, or 3 full years of progressively higher-level graduate education leading to such a degree or an LL.M., if related; OR
Have 3 full years of progressively higher-level post baccalaureate education and experience that meets 100% of the qualification requirements for this position.
