This position is located in the Biodefense Budget & Financial Management Branch (BBFMB), Office of Mission Integration & Financial Management (OMIFM), Office of Science Management and Operations (OSMO), Office of the Director (OD), National Institute of Allergy and Infectious Diseases (NIAID), National Institutes of Health (NIH), Department of Health and Human Services (DHHS).
Duties
If selected for this position, you may perform the following duties:
Interpret financial information to assist in evaluating programs for decision-making alternatives.
Carry out program planning activities to support program operations and to meet emerging mission requirements.
Administer integrated financial management systems that integrate and independently support the budget operations of the three mission areas.
Administer the grants financial management tracking and forecasting system of the NIAID to ensure proper utilization of extramural grant funds for all grant mechanisms.
Compile and analyze narrative and statistical material for the assigned mission area concerning the budget and major research programs in preparation for briefings to NIH, DHHS, OMB, the White House, and Congress.
Prepare and coordinate budget and program planning material that is submitted to the executive and legislative branches.
Compile and analyze budgetary and program data from the assigned mission area to develop the current-year and budget-year funding levels for NIAID, as well as future year budget requirements.
Requirements
- U.S. Citizenship requirement or proof of being a U.S. National must be met by closing date.

Qualifications
To qualify for the Supervisory Financial Planning and Budget Management Specialist at the GS-501-14 level, if you meet the following qualification requirements:
You must demonstrate in your resume at least one (1) year of qualifying experience equivalent to at least the GS-13 level in the Federal service obtained in either the private or public sector, performing the following types of tasks: advising on financial planning and budget management operations, plans, policies, and procedures; administering integrated financial management systems; analyzing narrative and statistical information on financial planning and budget management programs and issues; and preparing documentation, briefing materials, and presentations on financial planning and budget management programs and operations.
