The NIH Office of Technology Transfer plays a strategic role by supporting the patenting and licensing efforts of our NIH ICs. As part of the overall royalties administration function at OTT, there has been established a Royalties Administration Unit. The Unit is responsible for NIH royalty collections policies and procedures, provides oversight of executed licenses, and acts as the primary liaison with licensees and other external customers related to the collection of royalties.
Duties
As Supervisory Royalties Analyst you will:
Have delegated authority for a number of critical organizational tasks and is the only recognized authority in collection, management, and control activities involving all phases of royalty administration.
Have sole responsibility for independently planning, providing direction, oversight, monitoring and coordination of all aspects of the royalty administration program at OTT.
Manage the process by which royalty obligations of each licensee of technology from the NIH or CDC are recorded, tracked, and collected and coordinated on a systematic basis to support the fiscal and program goals of the technology transfer program.
Advise the Chief, License Compliance and Administration and other senior OTT staff concerning royalty policy, royalty administration and as well as special issues impacting institute and inventor royalty payments.
Develop and render authoritative interpretations of executive orders, policies, and precedents within and across NIH.
Analyze and resolve complex issues related to the royalty aspects of the Enterprise Technology Transfer system for technology management using sound financial approaches to royalty collection, administration, and distribution.
Requirements
- U.S. Citizenship requirement or proof of being a U.S. National must be met by closing date.

Qualifications
You qualify at the GS-14 level, if you meet one of the following qualification requirements:
You must demonstrate in your resume at least one (1) year of qualifying experience equivalent to at least the GS-13 level in the Federal service obtained in either the private or public sector, performing the following types of tasks: Lead the activities of a unit or team; plan and assign work and set annual long-range work plans and ensure implementation of assigned goals and objectives; ensure the accuracy and completeness of royalty terms in licenses in the IT system of record; ensure royalty and license documentation complies with regulations, laws and policies; and analyze, interpret and clarify program functions and provide guidance on royalty policies and procedures.
