About the Position: This position is in the Defense Civilian Intelligence Personnel System (DCIPS). Employees occupying DCIPS positions are in the Excepted Service and must adhere to U.S. Code, Title 10, as well as Department of Defense Instruction 1400.25. This position is located at the 470th Military Intelligence Brigade, located at Fort Sam Houston, Texas.
Duties
Serve as Budget Analyst and principal assistant to Resource Management Officer (RMO) for the 470th Brigade.
Interpret federal, DoD, DFAS, HQDA, and INSCOM regulations, policies and guidelines that govern and enable the use of FCIP and OMA funds for TDY, purchases of goods and services, etc.
Perform financial administration oversight, budgetary, and accounting functions for ICF and related programs.
Manage the unit’s overall Government Travel Card Program and serves as Agency Program Coordinator (APC) on issues and/or problems related to account holders (all military and DOD Civilians).
Requirements
- Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
- Two year trial/probationary period may be required.
- In accordance with Change 3 to AR 600-85, Alcohol and Drug Abuse Prevention and Control Program, individual must successfully pass a urinalysis screening for illegal drug use prior to appointment and periodically thereafter.
- Must be able to obtain and maintain a Top-Secret security clearance based on a T5 (or equivalent level) investigation with eligibility for sensitive compartmented information (SCI).
- All INSCOM employees may be subject to extended TDY or worldwide deployments during crisis situations to perform mission essential functions as determined by management.
- Temporary Duty (TDY) Travel may be required 10% or less of the time.

Specialized experience is defined as experience analyzing budget estimates, managing and executing multiple fiscal appropriations to enable organizational operations; generating travel vouchers and/or reconciling travel data using an automated accounting system. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GG/GS-11).
