About the Position: This position is located at the US ARMY 1ST SPECIAL FORCES COMMAND ACOFS, G-1 in Fort Liberty, North Carolina.
Duties
Maintains a direct liaison with 1st SFC(A) and USASOC personnel, budget, manpower program managers, Directors and Command level staff, etc.
Liaison between management officials, Civilian Personnel Advisory Centers (CPACs) and the United States Army Special Operations Command (USASOC) providing analytical and evaluative advice and guidance on a range of personnel management programs.
Utilizes civilian personnel automation tools, such as Defense Civilian Personnel Data System (DCPDS), Request for Personnel Action (RPA) Tracker.
Fully Automated System for Classification (FASCLASS), and Army Regional Tools (ART) to facilitate management's effective accomplishment of personnel management functions.
Briefs management officials and employees on manpower guidance, methodologies and procedures for position and organizational restructuring.

In order to qualify, you must meet the education and/or experience requirements described below. Specialized Experience: One year of specialized experience which includes experience in providing guidance, oversight, and/or administrative support regarding civilian human resources performance management programs which includes recruitment, performance evaluation, manpower, training, and civilian awards; utilize automated personnel management tools to conduct research, track personnel actions, and gather or prepare support documentation; experience resolving pay issues, conducting award ceremonies, and experience with pay policy and procedures related to time and attendance and civilian payroll. This definition of specialized experience is typical of work performed at the second lower grade/level position in the federal service (GS-09).
OR
Education: Ph.D or equivalent doctoral degree or 3 full years of progressively higher-level graduate education leading to such a degree or LL.M. in a field which demonstrates the knowledge, skills, and abilities necessary to do the work of the position, such as: Business Administration.
OR
Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of experience by 12. Then divide the total number of completed graduate semester hours (or equivalent) beyond the second year (total graduate semester hours minus 36) by 18. Add the two percentages.
This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service GS-09.

Time in Grade Requirement: Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade or equivalent (GS-09).
