This position is in the DoD Office of Inspector General, Office of the Chief Information Officer. The incumbent is the Chief Data Officer (CDO) that oversees OCIO's Data & Information Management Directorate that provides data strategy and architecture, business intelligence, records management, and information governance functions. The CDO will create and oversee a centralized data management service sourcing data to ensure quality, traceability, timeliness, usability, and cost effectiveness.

Duties

Foster the creation of a data-informed culture, related competencies, and data literacy across the OIG. Oversee the design and development of data architecture, systems, databases, data warehouses, etc. to support OIG’s data needs. Build partnerships to establish vision to manage and leverage data and analytics capabilities to maximize the value derived from data assets; Monitor and evaluate processes, identify areas of improvement, and implement necessary changes. Coordinate using, protecting, disseminating, and generating data to prioritize data needs; ensure data initiatives align with requirements; Oversee data management lifecycle and data strategy, ensuring data quality, and measurable outcomes. Lead for the utilization of information assets, identify what technologies and analytics are needed or used to render insights for decision making; Acquire, maintain, and drive the adoption of the technology to best manage data. Expand research and analytical offerings, especially in emerging analytical approaches and technologies; Establish and maintain trust in data technology and assets by instituting appropriate governance mechanisms for data and information management.

Requirements

  • Must be able to acquire and maintain IAM Level III certification within 6 months of hire if not already obtained.

  • This national security position, which may require access to classified information, requires a favorable suitability review and security clearance as a condition of employment. Failure to maintain security eligibility may result in termination.
  • Incumbent is required to submit to urinalysis to screen for illegal drug use prior to appointment, and is subject to random drug testing for the duration of service with DoD OIG.
  • The incumbent must adhere to the DoD Standards of Conduct.

Basic Requirements: GS-5 through GS-15 (or equivalent): For all positions individuals must have IT-related experience demonstrating each of the four competencies listed below. Customer Service - Works with clients and customers (that is, any individuals who use or receive the services or products that your work unit produces, including the general public, individuals who work in the agency, other agencies, or organizations outside the Government) to assess their needs, provide information or assistance, resolve their problems, or satisfy their expectations; knows about available products and services; is committed to providing quality products and services. Oral Communication - Expresses information (for example, ideas or facts) to individuals or groups effectively, taking into account the audience and nature of the information (for example, technical, sensitive, controversial); makes clear and convincing oral presentations; listens to others, attends to nonverbal cues, and responds appropriately. Problem Solving - Identifies problems; determines accuracy and relevance of information; uses sound judgment to generate and evaluate alternatives, and to make recommendations. and Specialized Experience: You must have at least 52 weeks of specialized experience at the GS-14 level in the federal service or at an equivalent level. Specialized Experience is defined as: - Demonstrated experience managing and leading data management teams. - In-depth knowledge and understanding of data. - Extensive familiarity and experience with information or data architecture. - Familiarity with data science. - Providing administrative supervision including personnel management. governance best practices. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual, community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates to paid employment. You will receive credit for all qualifying experience. Only experience and/or education obtained by the closing date of this announcement will be considered.

Education

There is no substitution of education for the qualifying experience at this grade level.
