About the Position: Serves as a senior action officer responsible for Policy, Strategic Communication and Employee Relations functions in the Civilian Senior Leader Management Office, Office of the Deputy Under Secretary of the Army. The incumbent serves as proponent for a substantive Army-wide Civilian Senior Leader (CSE) civilian human resources (CHR) programs including employee relations programs. CSEs include SES, SL, ST, DISES, DISL, and all equivalent levels.
Duties
• As technical advisor, provides staff level advisory services to all levels within the Army on specific and CSEs issues that impact MER programs.
• Provides authoritative interpretation and instructions on laws, regulations, policies and procedures, and develops guidance on appropriate course of action to high-level managers and action officers.
• Plans, programs, and develops Army-wide CSE CHR program objectives or initiatives to enhance management of assigned functional area(s) of responsibility throughout the Department of the Army.
• Develops and coordinates Army regulations, business process maps, integrated definition task assignments, and other guidelines that govern Army-wide CSE CHR operations.
• Incumbent advises senior personnel on proper procedures to handle all employee relations issues. Incumbent advises on applicable disciplinary measures, including preparing all counseling, proposal, and decision letters.
Requirements
- Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
- ELIGIBLE FOR SITUATIONAL TELEWORK ONLY, INCLUDING EMERGENCY AND OPM PRESCRIBED "UNSCHEDULED TELEWORK".
- Temporary Duty (TDY) business travel may be required approximately 10% of the time.
- Incumbent must obtain and maintain a Secret clearance.

Specialized Experience: One year of specialized experience which includes 1) Providing guidance to managers and employees on policies and programs related to employee relations; 2) Interpreting laws, policies, manuals, regulations and other pertinent guidelines relating to Employee Relations issues to prepare recommendations for management; AND 3) Drafting informal and formal counseling, disciplinary, and adverse action documents.This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-12).
Time in Grade Requirement: Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade or equivalent (GS-12).
GS-14
Specialized Experience: One year of specialized experience which includes 1) Providing guidance to managers and employees on policies and programs related to employee relations; 2) Interpreting laws, policies, manuals, regulations and other pertinent guidelines relating to Employee Relations issues to prepare recommendations for management; 3) Drafting informal and formal counseling, disciplinary, and adverse action documents. AND 4. Designing civilian personnel policies and programs relating to employee relations, performance management, leave administration, discipline, appeal, telework, and other civilian personnel management concepts. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-13).
Time in Grade Requirement: Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade or equivalent (GS-13).
