Duties
You will serves as the Department of Navy (DON) Supervisory IT Program Manager (Policy and Planning) and is the Electromagnetic Spectrum (EMS) reallocation manager for the Department of Navy (DON).
You will oversee the creation of the overall multi-billion-dollar reallocationacquisition portfolio comprised of technologically advanced Navy and Marine Corps weapons,communications, and test range systems.
You will oversee and supervise the DON headquarters team associated with all aspects of reallocation.
You will provide technical input and oversight to the Department of Navy (DON), Chief Information Officer (CIO) Spectrum Reallocation contracts including:
providing the technical requirements and descriptions of the work to be performed.
You will establish deadlines and standards for contracted work; tracking progress and quality of the work; and deciding on the acceptability of work products, and any necessary corrections.
Requirements

- This is a Cyberspace Workforce position, work role code (PROGRAM MANAGER), proficiency level (ADVANCE) the incumbent is required to obtain and maintain qualifications in DoDM 8140.03 Cyber Workforce Qualification and Department of Navy policies.
- Successful completion of a pre-employment drug test (including marijuana) is required. A tentative offer of employment will be rescinded if you fail to report to the drug test appointment or fail the test. You will be subject to random testing.
- This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.

Qualifications
Your resume must also demonstrate at least one year of specialized experience at or equivalent to the GS-14 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following:
Experience overseeing Electromagnetic Spectrum Management (EMS) program to inlcude use and reallocation of Spectrum frequency;
Experience administering the acquisition of Spectrum systems;
Experience assisting with the developmnet and implementation of policies pertaining to Spectrum dependent systems and equipment.
