Duties
Provides leadership, direction, coordination, and national oversight of the FWS incident business management program.
Formulates national policies related to incident business management. develops program objectives, establishes priorities and provides specialized staff assistance to the FWS and Departmental officials concerning incident business management.
Serves and the FWS lead for the DOI Administratively Determined (AD) Pay Plan, ensuring consistent and appropriate use by providing guidance to the field and conducting audits and provides input to the annual review and update of the AD Pay Plan.
Provides guidance and direction to the field for processing vendor invoices for suppression activities.
Provides interpretation and guidance on the Fair Labor Standards Act, 5 CFR. the Federal Travel Regulations, and other statutory documents regarding emergency incident payroll and travel
Serves as the primary administrative point-of-contact for FEMA ESF-4 mission assignments and sub-taskings, auditing costs and ensuring that all documentation meets FEMA requirements for cost reimbursement.
Serves as the FWS Incident Business representative on the NWCG Incident Business Committee as well as other interagency committees and task groups as needed.
Reviews, validates, and processes State, County and International invoices for payment for responses to FWS jurisdictional wildfire incidents.
Reviews agreements and annual operating plans with States and Counties, as well as assists with negotiations for cost-share agreements and is responsible for cost recovery from States.

Qualifications
Specialized Experience:

For GS-13: You must possess one (1) full year of specialized experience at or equivalent to the GS-12 level that is equivalent in difficulty and complexity as indicated by the following examples:
1. Experience working with Incident Business
2. Reviewing and providing input to wildland fire cost-share, reimbursable and cooperative agreements.
3. Processing County, State and International vendor invoices.
There is no substitution of education for specialize experience at the GS-12 and above grade levels.

Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
You must meet all qualification requirements by the closing date of the announcement.
Federal employees in the competitive service are also subject to the Time-In-Grade requirement in accordance with 5 CFR 300.604.
