The primary purpose of this position is: To serve as a first level supervisor, providing planning, directing, organizing, and exercising control over nonsupervisory employees assigned ACC/A1MPR, Headquarters Air Combat Command, Manpower Resources Section.
Duties
Plans, organizes, and directs the activities of the Manpower Resources Section, ensuring complex management support services in the areas of manpower resource analysis and annual/multi-year/long range fiscal planning necessary for the Planning, Programming, Budgeting, and Execution System (PPBE) and recommends policies and procedures regarding all manpower resources. Maintains and updates ACC manpower "checkbook" to ensure authorized manpower balances with FYDP end strength within mandated constraints; develops management strategies for correcting imbalances and sourcing manpower reductions in current and future years.
Exercises supervisory personnel management responsibilities. Advises and provides counsel to employees regarding policies, procedures, and directives of management. Selects or recommends selection of candidates for vacancies, promotions, details, and reassignment in consideration of skills, qualifications, and mission requirements. Develops, modifies, and/or interprets performance standards.
Represents HQ ACC/A1M with a variety of installation and functional area organizations. Establishes, develops, and maintains effective working relationships with AF/A1M staff, HQ ACC staff, high ranking military or civilian managers (O-4/GS-13 and above), supervisors, technical staff at HQ ACC, other MAJCOMs, Air Force Manpower Analysis Agency, Numbered Air Force staffs, and wing manpower offices.
Provides complex management support services in the areas of manpower resource analysis and annual/multiyear/long range fiscal planning necessary for the Planning, Programming, Budgeting, and Execution System (PPBE). Actively participates in or facilitates manpower resources strategic planning to improve organizational direction and focus using appropriate strategic planning tools and techniques.
Prepares ACC input for the Air Force Public Announcement Process. Reviews ACC Host-Tenant Support Agreements and Inter-Service Support Agreements (ISSAs) as required. Reviews, analyzes, and identifies all manpower, organization, and force structure actions that require time-critical public announcement. Develops ACC input in consultation with AF/A1MP for annual or out-of-cycle Air Force Public Announcements.

Qualifications
In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management Positions.
SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-12, or equivalent in other pay systems. Examples of specialized experience includes. 1) Providing manpower services for military, civilian, and contract personnel supporting HQ Air Combat Command and subordinate organizations worldwide conducting multiple military missions. 2) Knowledge of and skill in the application of DoD, Joint, and AF management engineering principles, concepts, and methodologies and financial management directives, concepts, procedures, guidance, and policy. 3) Plans and schedules work to be accomplished by subordinates, sets and adjusts short-term priorities; assigns work in consideration of employee skills and mission requirements; develops performance standards and rates subordinates' performance; advises employees on work and administrative matters; implements methods and procedures to improve organizational performance; and identifies and provides for employee training and development. 4) Plans, organizes, and directs the activities of the Manpower Resources Section, ensuring complex management support services in the areas of manpower resource analysis and annual/multi-year/long range fiscal planning necessary for the Planning, Programming, Budgeting, and Execution System (PPBE) and recommends policies and procedures regarding all manpower resources.
KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:
Knowledge of and skill in the application of DoD, Joint, and AF management engineering principles, concepts, and methodologies and financial management directives, concepts, procedures, guidance, and policy.
Knowledge of safety and security regulations, practices, and procedures.
Ability to plan, organize, and direct the functions and staff of a small to medium sized organization.
Ability to communicate effectively, both orally and in writing.
Knowledge and skill in applying analytical and evaluative techniques to the identification, consideration, and resolution issues or problems concerning efficiency and effectiveness of program operations to devise requirement options for complex, diverse organizations.
Skill in conducting interviews with supervisors and employees to obtain information about organizational missions, function, and work procedures.
PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.
