The primary purpose of this position is to serve as Financial Management Specialist in the ABW Comptroller Squadron to accomplish carious financial management services for the installation customer base, to include research and responding to complex and recurring civilian pay issues in a timely and efficient manner.
Duties
Serves as a functional and technical manager for all finance related-requirements of the Civilian Payroll /Timekeeping Program.
Provides technical direction and general accounting procedures regarding regulations and techniques concerned with the use and expenditure of public funds, as applied to civilian payroll/timekeeping.
Reviews, validates, and approves, and pays all actual expenses, long-term training, remissions, and payroll claims.
Overseas Financial Management Audit Readiness in relation to the civilian Payroll /Timekeeping program
Provides thorough analysis of program trends, customer interface and review of financial systems' data, and initial program improvement studies.

- This is a Financial Management Level 2 Certified position in accordance with the National Defense Authorization Act (NDAA) 2012, Public Law 112-81, Subtitle F-Financial Management, Section 1599d. Incumbent shall comply with the requirements.
Qualifications
Experience requirements are described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management Positions.. Due to the use of 120-day rosters, this period of experience may be completed within 120 days of the closing date of this announcement.
SPECIALIZED EXPERIENCE GS 11: Applicants must have at least one year (52 weeks) or within 120 days of the closing date of this announcement the specialized experience at the next lower grade GS-9, or equivalent in other pay systems. Examples of specialized experience include comprehensive and detailed knowledge of accounting practices, theories, methods, and techniques relative to the flow of financial information, system processing and the control of funds necessary to resolve accounting and financial problems and accomplish assignments. Detailed knowledge and skill in the use of source documents and listings to resolve accounting problems and accomplish assignments and listings to research and resolve financial problem/issues.

EDUCATION: ???????Ph.D. or equivalent doctoral degree or 3 full years of progressively higher-level graduate education leading to such a degree or LL.M., if related which demonstrates the knowledge, skills, and abilities necessary to do the work of the position. FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-9 level is required to meet the time-in-grade requirements for the GS-11 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks.
KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:
1. Knowledge of commonly used accounting and financial principles, practices, policies and procedures associated with aspects of financial management and program execution involving civilian payroll.
2. Knowledge of and technical skills and using various financial systems and software products, including DCPS, ATAAPS, GAFS, Remedy and all Microsoft applications.
3. Knowledge of regulations requiring the safeguarding of propriety information.
4. Analytical skills and ability to review financial data, computer data products, and reports generated from external and internal sources.
5. Organizational skills to appropriately prioritize and effectively manage multiple and/or competing requirements.
6. Ability to use judgment in interpreting guidelines, adapting procedures, or in recommending approaches or solution to complex and reoccurring problems.
7. Ability to communicate effectively both orally and in writing to provide training and briefings that are well articulated, concise and informative, and to be able to generate reports, memoranda, and briefing materials, which are well organized and grammatically proper and are written at a level appropriate for the receiver.
PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.
