The primary purpose of this position is to serve as the senior financial manager performing a variety of financial management functions including the planning, programming, budgeting, implementation and execution of the AF Flight Standards Agency (AFFSA) Air Traffic Control and Landing System (ATCALS) operating budget analysis and economic and cost analysis studies.

Duties

Lead financial analyst and resource planner, oversees and performs budget formulations work involving preparation of detailed analyses of annual and/or multi-year budget estimates for assigned organizations and programs into a consolidated budget request. Overseas and performs budget, execution and administration. Serves as ATCALS Centralized Asset Management (CAM) Portfolio Manager. Provides advice, assistance, and guidance on budgeting and related information. Conducts analyses, reviews, and special studies of budget and/or related information.

  • This is a Financial Management Level 2 Certified position IAW the national Defense Authorization Act (NDAA) 2012, Public Law 112-81, Subtitle F-Financial Management,
  • Section 1599d. Incumbent shall comply with the requirements of this certification program.

Qualifications

Experience requirements are described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management Positions. Due to the use of 120-day rosters, this period of experience may be completed within 120 days of the closing date of this announcement. SPECIALIZED EXPERIENCE: Applicants must have at least one year (52 weeks) of specialized experience at the next lower grade GS-12, or equivalent in other pay systems. Examples of specialized experience includes performing a variety of financial management functions including the AF Flight Standards Agency (AFFSA) Air Traffic Control and Landing System (ATCALS) operating budget, and equipment development and acquisition for ATCALS, National Airspace System (NAS) and the ATCALS Centralized Asset Management process. NOTE: Due to the use of 120-day rosters, this period of experience may be completed within 120 days of the closing date of this announcement. FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-­grade requirements to be considered eligible. One year at the GS-12 level is required to meet the time-in-grade requirements for the GS-13 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: Knowledge of financial management and budgetary administration methods, practices, procedures, regulations, policies, and processes to formulate, justify, and execute budgets and financial goals in support of the mission, structure, goals, work processes, and programs of the organization. Knowledge of the mission, functions, goals, objectives, work processes and sources of funding pertinent to budget formulation and financial management to provide guidance to subordinate units Skill in the application of analytical methods and techniques, mathematical and statical analyses, and various cost estimating techniques to analyze and evaluate the effects of changes in program plans and funding and conduct economic and cost studies and analyses. Ability to gather, assemble, and analyze data to prepare budget estimates, develop alternatives, and make recommendations to resolve budget and funding problems. Ability to communicate effectively, both orally and in writing, to justify, defend, present, and/or advise on budgetary processes/actions. WORK ENVIRONMENT: Work is performed in adequately lighted, heated, and ventilated office setting and includes an array of risks and discomforts normally found in offices and conference rooms. The employee observes normal safety precautions when working in and traveling away from the work site. Employee safeguards classified or sensitive budget related information and/or files. PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week. VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
