About the Position: The Program Executive Office, Ground Combat Systems (PEO GCS) is responsible for providing world-class affordable, relevant and sustainable ground combat vehicles to Joint Warfighters. With a focus on developing current and future systems, PEO GCS is leading the production and management of all combat vehicles for the Army.
Duties
Serves as Supervisory Project Lead for assigned Acquisition system and/or related acquisition program.
Responsible for all aspects of acquisition to include development, testing, system integration, production, fielding, sustainment and product
improvements with a multi-million-dollar annual budget.
Leads and coordinates the combined efforts of the Army industrial team in expediting assigned program responsibilities
Visits industrial facilities, other government agencies and high headquarters to assure adequate program accomplishment.
Attends meetings, working groups and committees in connection with major policy and procedural matters.
Reviews programming documents received from HQDA to determine effect on assigned programs.
Responsible for the analysis and evaluation of programs as they affect assigned equipment.
Directs other AMC, DA, and DoD activities supporting the systems to assure proper balance consistent with requirements and available
resources
Oversees POM planning, cost estimating, program planning, programming, budgeting, program integration, interoperability and oversight.
Performs the full range of administrative and technical supervisory duties.
Requirements
- Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
- Must be able to obtain and maintain a determination of eligibility for a Top-Secret security clearance for the duration of employment.
- This position is subject to a pre-employment drug test screening, and random testing thereafter, to include testing based on reasonable suspicion and testing due to direct involvement with an on-duty accident.
- This position requires you to submit a Confidential Financial Disclosure Report (OGE450) upon entry, and annually thereafter.
- This position is supervisory as defined by the Office of Personnel Management's (OPM) General Schedule Supervisory Guide (GSSG). A one-year probation to assess your ability to perform supervisory duties is required unless previously completed.
- This position has a Temporary Duty (TDY) or business travel away from your permanent duty station requirement of up to 15% of the time.
- This is an Army Acquisition, Logistics and Technology Workforce position.
- Selectee must meet position requirements for advanced certification in (A) Program Management within 48 months as of entrance on duty.
- This is a Critical Acquisition Position (CAP). Selectee must meet requirements for CAP.
- This position requires a 3-year tenure agreement. Must sign DD Form 2888 (Critical Acquisition Position Service Agreement) and execute, as a condition of employment, a written tenure agreement.

SPECIALIZED EXPERIENCE: In order to qualify for this position based on experience your resume must describe one year of specialized experience equivalent to the NH 03 in the Federal service which includes 1) Managing high visibility defense program with risk and complexities characterized by compelling and conflicting requirements, continuous trade-off and compromise, high visibility, and very high dollar investment; 2) Being responsible for all aspects of acquisition to include development, testing, system integration, production, fielding, sustainment and product improvements with annual budget; 3) Managing a government team consisting of assigned civilians, military, matrix, and contractors in the performance of acquisition work; 4) Interfacing with external stakeholders or representatives from various commands, agencies, or private industry on matters affecting program execution; 5) Overseeing Project Objective Memorandum (POM) planning, cost estimating, program planning, budgeting, program integration, and oversight and 6) Directs the development of life cycle documentation for assigned projects and funds.
The definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service NH-03 (or GS-13 equivalent).
