You will serve as a SUPERVISORY HUMAN RESOURCES SPECIALIST (RECRUITMENT/COMPENSATION) in the Fleet Human Resources Office (FLTHRO), located in the Business and Strategic Planning Office (1200), Business Operations Division (1220) of NORFOLK NAVAL SHIPYARD.

Duties

You will provide advisory support to all levels of management officials within serviced commands on complex staffing issues. You will plan work to be accomplished, set and adjust short-term priorities, and prepare work completion schedules. You will provide full range of “Support Codes and/or Production Codes” staffing and recruitment services.

Requirements

  • Must be a US Citizen.
  • Must be determined suitable for federal employment.
  • Must participate in the direct deposit pay program.

  • Within the Department of Defense (DoD), the appointment of retired military members within 180 days immediately following retirement date to a civilian position is subject to the provisions of 5 United States Code 3326.

  • You will be required to obtain and maintain an interim and/or final security clearance prior to entrance on duty. Failure to obtain and maintain the required level of clearance may result in the withdrawal of a job offer or removal.
  • Supervisors in the executive branch have a heightened personal responsibility for advancing government ethics. You will be required to review the 14 General Principles of Ethical Conduct at 5 CFR 2635.101.

Qualifications

Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-12 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: Experience applying a wide range of recruitment, staffing and placement concepts, practices, regulations, precedents and procedures including special recruiting authorities and strategies; Experience applying pay administration policies, principles and practices under Titles 5, 10 or 38 of the US Code and Department of Defense (DOD) and Department of Navy (DON) pay setting policies; Experience providing guidance on a variety of pay setting and compensation situations including overtime, premium pay and the use of SQL, recruitment, relocation and retention incentives; Experience developing functional training and preparing policy and written instructions; Experience developing functional training and preparing policy and written instructions and presenting research and findings in functional areas of recruitment; Experience in researching and applying findings to provide solutions to a wide range of HR management functions, including researching complex pay setting issues.
