THIS IS A NATIONAL GUARD TITLE 32 EXCEPTED SERVICE POSITION. This National Guard position is for a BUDGET ANALYST (TITLE 32), Position Description Number D2370000 and is part of the NC USPFO, National Guard (USPFO - Supply & Services Division / MD 1620-730).

Duties

As a BUDGET ANALYST, GS-0560-11 you will provide management oversight to the budget process, including planning, programming, budgeting, allocation and execution of funds; review annual appropriation and authorization legislation to determine congressional intent; review and interprets higher headquarters' orders, guidelines and directives, and policies and precedents to assess impact on State programs; prepare budget requests consistent with guidance issued by NGB; advise Program Managers (PMs) on the appropriate use of discretionary funds consistent with fiscal law; certify funds and coordinates the receipt of Funding Authorizations Documents (FADS) for the state ARNG Comptroller; develop, coordinate and distribute Funding Allocation Targets to division and PM accounts using the State Automated Budget System and the State Accounting and Reservation System; produces monthly reports and summary reports on annual funding programs and allotment for these accounts to PMs, senior management, the Chief of Staff, the Adjutant General (AG) and NGB; responsible for the budgetary planning and programming timetables for new and modified programs, deployments, and mobilizations for the state ARNG; develop processes and guidance in unique situations without specific guidance; prepares quarterly resource management reports, monthly analysis of financed orders in relation to forecasting expenses and provides narrative explanation of the causes of variances between actual and budget objectives; develop supplemental guidance and instructions for operating officials on the preparation and submission of budget estimates and ensures a comparable level of funding to estimates and requests; review transactions including reservations, obligations, and disbursements based on interpretation of laws, regulations, or policy; responsible for reprogramming and migration of congressional interest program funds based on Program Budget Advisory Committee (PBAC) decisions and changing needs of various organizations; prepare requests to NGB for budget activity transfers directed by the AG and the PBAC; train ARNG personnel in budget and financial management principles, techniques, responsibilities, distribution, and accounting for federal funds; upon mobilization, makes recommendations on obtaining resources; and computes budget requirements; provide technical budgetary advice and assistance to federal and state agencies as requested; work with other Department of Defense (DoD) components to establish business practices to enhance mission accomplishment; serve as the budgetary primary point of contact for issues relating to the Master Cooperative Agreements; Independently develops and implements guidelines and policies as well as management controls for effective budget execution; exercises primary oversight of program manager appointments and delegations of authority; perform other duties as assigned.

  • This is an excepted service position that requires membership in a compatible military assignment in the employing state's National Guard, required prior to the effective date of placement.

  • Applicants who are not currently a member of the National Guard must be eligible for immediate membership and employment in the National Guard in the military grade listed in this announcement.

  • Must obtain Financial Management Level Certified position IAW the National Defense Authorization Act (NDAA) 2012, Public Law 112-81, Subtitle F-Financial Management, Section 1599d.

Qualifications

Military Grades: Enlisted (E8 to E9),Warrant Officer (WO1 to CW5) or Officer (O1 to O3) BASIC QUALIFIFCATION REQUIREMENTS: Skilled in collecting and analyzing data effectively, efficiently, and accurately; Ability to write English in reports and presentation formats; Ability to communicate clearly and effectively; Skilled in presenting formal training presentations and briefings; and, Skilled in applying procedures and directives by reading and interpreting program material. Minimum Requirements: Experience in administrative, professional, technical, or other responsible work that utilizes knowledge of management principles and practices. Experience analyzing problems, drawing logical conclusions, and communicating effectively with others. Experience using computer and automation systems. SPECIALIZED EXPERIENCE: Must have at least 24 months experience, education, or training involving complex knowledge and understanding of governing budgetary policies, precedent setting decisions, procedures and regulations. Experience in identifying, analyzing and resolving budgetary problems. Experience interpreting comptroller decisions and providing regulatory information. Experience in briefing senior level management on budget related issues. Substitution of Education for the Specialized Experience: Successful completion of undergraduate or graduate education, the college degree education must be in one of -or- be a combination of the following required disciplines: Accounting, business, finance, economics, industrial management, marketing, quantitative methods, or organizational management. Technician Army National Guard Officer: An undergraduate degree from an accredited college/university is mandatory. A graduate degree from an accredited civilian academic college or from an equivalent professional military education school is optimum
