Serves as a Human Resources Specialist (Labor & Employee Relations) and technical advisor to management on the administration and operations of LER programs located at the Mike Monroney Aeronautical Center (MMAC).
Duties
Responsible for the full range of employee relations and labor relations programs and activities. Researches and produces a wide range of original documents, including legal briefs and other advocacy materials. Other duties include but are not limited to the following tasks: serves as technical authority and provides counsel and assistance to management about union/management relations and grievances, as well as disciplinary, performance-based and other adverse actions; recommends appropriate actions and alternatives; provides counsel and assistance to management and employees on all matters arising under the Agency's Accountability Board program; provides counsel and assistance in administering a wide number of union contracts; researches and interprets the Federal Labor Management Relations Statute and Merit Systems Protection Board case law; facilitates informal resolutions of grievances and ULPs; and serves as advocate in arbitration hearings and other Third Party Proceedings, including but not limited to Pre-Arbitration Review (PAR) meetings. Additional duties and responsibilities include but are not limited to, maintaining essential data in the Labor and Employee Information System (LERIS) in accordance with Standard Operating Procedures.

Qualifications
TO QUALIFY AT THE FV-H (FG/GS-12) LEVEL, you must demonstrate in your application that you possess at least one year of specialized experience equivalent to the FV-G (FG/GS-10/11) level. Specialized experience is experience that has equipped you with the particular knowledge, skills, and abilities to perform successfully the duties of the position.Specialized experience includes: Experience providing human resources, legal and/or union representation counsel and assistance to management regarding union/management relations, performance-based, and other adverse actions; administering a wide number of union contracts; researching and interpreting the Federal Labor Management Relations Statute and Merit Systems Protection Board case law or similar; and serving as advocate in arbitration hearings and other third-party proceedings.TO QUALIFY AT THE FV-I (FG/GS-13) LEVEL, you must demonstrate in your application that you possess at least one year of specialized experience equivalent to the FV-H (FG/GS-12) level. Specialized experience is experience that has equipped you with the particular knowledge, skills, and abilities to perform successfully the duties of the position.Specialized experience includes: Experience consulting/advising management on complex employee LER issues such as conduct, grievances, unfair labor practices, and adverse actions/appeals; writing/authoring written proposal and decision letters; responding to the Federal Labor Relations Authority (FLRA) with a formal agency position statement; negotiating labor contracts or drafting agency proposals; and serving as agency representative, or actively participating, in arbitrations and other third-party hearings.Qualifications must be met by the closing date of this vacancy announcement.
