The incumbent serves as a Supervisory Human Resources Specialist for the Oklahoma City Area (OCA) and reports to the Human Resources Director. Advises and consults with the OCA leadership and senior managers on area and agency-wide training and educational program needs and provides leadership and guidance on project efforts designed to meet the training and educational needs of the area including OCA specific requirements.
Duties
Provides administrative and technical supervision to subordinate staff necessary for accomplishing the work of the Oklahoma City Area.
Establishes guidelines and performance expectations for the Oklahoma City Area staff members, which are clearly communicated through the formal employee performance management system.
Serves as the Area technical expert on performance and conduct-based actions and related employee
relations program policies and practices.
Serves as the Oklahoma City Area's senior specialist regarding Labor-Management Relations issues and activities.
Represents management officials in negotiations and other matters with local union officials within the Area.
Investigates complex, multi-issue, and multi-party complaints and grievances.
Analyzes the Office of Human Resources strategic plan to identify area needs to comply with Agency mission and strategic objectives.
Evaluates the effectiveness of the Area's Employee Relations/Labor Relations programs and the interface and interaction with other IHS HR Centers, IHS Headquarters, and DHHS.
Participates in and/or leads national workgroups and projects, representing the Area and IHS as
designated.
Qualifications

You will receive credit for all qualifying experience, including volunteer and part time experience. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.
MINIMUM QUALIFICATIONS:
GS-13: Your resume must demonstrate at least one (1) year of specialized experience equivalent to at least the GS-12 grade level in the Federal service obtained in either the private or public sector. Examples include directing or leading special assignments or projects and resolving complex HR issues or problems; coordinating or delivering training to subordinates, peers, hiring managers, and/or leadership; engaging in strategic communication, customer outreach, and business development activities to develop process improvements and/or training needs; experience assisting with, reviewing, and applying interpretation of policies, procedures, and collective bargaining units; applying extensive knowledge and advisory services in HR processes, regulations, practices; experience applying or providing assistance with the performance management process, including planning, monitoring, developing, rating, and rewarding performance; collaborating closely with team members to identify and resolve HR technical issues; serving as management's chief negotiator in impact and implementation negotiations and advising management on negotiability issues; researching applicable laws, policies and case law and analyzing facts to advise management on employee relations and labor relations matters; and providing advice and assistance to management representatives on the technical aspects of personnel administration during formal hearings, grievances, and appeals.
Time In Grade
Federal employees in the competitive service are also subject to the Time-In-Grade Requirements: Merit Promotion (status) candidates must have completed one year of service at the next lower grade level. Time-In-Grade provisions do not apply under the Excepted Service Examining Plan (ESEP).
