The position is located in the Information Technology Division, Office of the Executive Director, Bureau of Educational and Cultural Affairs (ECA/EX/IT).  The incumbent provides expert operational, advisory, and analytical support on procurement, project management, budget planning and execution, and policy to the Division.  

Duties

Serves as the Contracting Officer Representative (COR) for all current and future ECA/EX/IT contracts, and senior advisor to Bureau leadership on IT acquisition activities. Executes all the responsibilities for the formulation, refinement, and execution of the IT budgeting and resource management activities for an IT shared services program. Develops cost estimates for projects and initiatives. Prepares Memorandum of Agreements (MOA), Memorandum of Understanding (MOU) and Service Level Agreements (SLAs). Serve as a senior official responsible for oversight responsibilities of IT program and project activities.

Qualifications

Applicants must meet all the required qualification requirements described below by the closing date of this announcement.   NOTE: Applicants must meet time-in-grade and time after competitive appointment requirements, by the closing date of this announcement. Time-In-Grade Requirements: Federal applicants must have served 52 weeks at the next lower grade to satisfy time-in-grade restrictions, per 5CFR 300, Subpart F. Applicants applying for the GS-14 grade level must meet the following requirements: Have IT-related experience demonstrating EACH of the four competencies AND specialized experience listed below: Attention to Detail - Is thorough when performing work and conscientious about attending to detail. Customer Service- Works with clients and customers (that is, any individuals who use or receive the services or products that your work unit produces, including the general public, individuals who work in the agency, other agencies, or organizations outside the Government) to assess their needs, provide information or assistance, resolve their problems, or satisfy their expectations; knows about available products and services; is committed to providing quality products and services. Oral Communication - Expresses information (for example, ideas or facts) to individuals or groups effectively, taking into account the audience and nature of the  information (for example, technical, sensitive, controversial); makes clear and convincing oral presentations; listens to others, attends to nonverbal cues, and responds appropriately. Problem Solving- Identifies problems; determines accuracy and relevance of information; uses sound judgment to generate and evaluate alternatives, and to make recommendations. AND Have at least 1 full year of specialized experience equivalent to the GS-13 level in the Federal service which provided you with the particular knowledge, skills and abilities to perform the duties of the position. Qualifying specialized experience must demonstrate the following: Experience negotiating, and execution of contracts, ensuring adherence to strategic objectives and compliance with federal regulations. Experience developing quarterly financial plans for obligation profile; and prepares financial status reports for senior management personnel.  Experience utilizing IT principles and Project Management tools such as those identified in the Project Management Book of Knowledge (PMBOK). Experience drafting decision and implementation proposals for executive and senior level managers. NOTE: In order to qualify for this position, your experience MUST be IT related; the experience may be demonstrated by paid or unpaid experience and/or completion of specific, intensive training (for example, IT certification), as appropriate. There is no substitute of education for specialized experience for the GS-14 position.
