About the Position: This position is with the United States Army Reserves Command, G-3/3, Watch Branch located at Fort Liberty, North Carolina.

Duties

Prepare emergency notification messages using mass notification systems. Coordinate the transition to the implementation of emergency/disaster operations plans. Execute appropriate emergency response plans for the United States Army Reserve Command (USARC) and Operations Center. Oversee taskers to include Operations Orders (OPORDs), Warning Orders (WARNOs) and Fragmentary Orders (FRAGOs) to ensure the staff and Geographical and Functional Commands (GFC) is prepared to execute its mission. Analyze staff actions information to make recommendations to the supervisor for possible courses of action. Determine impacts of military operations missions on the command’s mission and resources. Assure proper interface of United States Army Reserve (USAR) plans with those of Department of Army (DA) and United States Army Reserve Command (USARC) staff in relation to mission responsibilities and activities.

Requirements

  • Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
  • The duties of this position require shift work and/or rotating shifts to provide coverage on evening, weekends, and holidays and in other situations such as weather and may be required to report for duty during base closures.
  • May require Continuity of Operations (COOP) support. May need to pull non-routine duties in the event the command executes a COOP. Non-routine duties may include work outside normal duty hours and outside of normal duty locations.
  • This position is covered by the Alcohol and Drug Abuse Prevention and Control Program. Prior to appointment, the incumbent must sign DA Form 5010-R Incumbent must pass urinalysis testing prior to appointment and periodically thereafter.
  • Position subject to random drug testing IAW AR 600-85.

This definition of specialized experience is typical of work performed at the second lower grade/level position in the federal service (GS-09). OR Education: Ph.D or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree in a field which demonstrates the knowledge, skills, and abilities necessary to do the work of the position, such as: Administration, Business Management. OR Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of experience by 12. Then divide the total number of completed graduate semester hours (or equivalent) beyond the second year (total graduate semester hours minus 36) by 18. Add the two percentages. Time in Grade Requirement: Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade or equivalent (GS-09).
