The Battle Creek VA Medical Center is recruiting for an Administrative Officer. The Administrative Officer will function under the Prosthetics Service.
Duties
Major duties of your position will include, but are not limited to:
The AO issues or deals with problems through observable conditions, written guidelines covering work methods and procedures such as performance and production standards, and information of a factual nature. Included at this level is knowledge of the theory and principles of management and organization, including administrative practices and procedures common to organizations, such as those pertaining to areas of responsibility, channels of communication, delegation of authority, routing of correspondence, filing systems, and storage of files and records.
Knowledge, or demonstrated ability to quickly learn of a full range of functional areas including: Purchasing, Records management, Item recall program, Major prosthetic programs, Amputee clinic, Optical program. Knowledge of supply inventory and prosthetic regulations, policies, procedures and instructions applicable to the specific inventory points.
The work is technical and complex and independent of direct instruction and supervision. The employee in this position has authority to act and speak for the Prosthetic and Sensory Aids Service in matters concerning policy and procedures regarding supply items, commodities and procurement, surgical processes, and other administrative functions. Decisions are made by applying the laws established by Congress, methods or techniques; by drawing on knowledge of appropriate precedents; or obtaining guidance and instructions from the Chief, Prosthetic and Sensory Aids Service.
Existing guidelines include VA Directives and Handbooks 7000- 7499, VAAR, FAR, VHA Directive 1761 and Handbooks 1761.1 and 1761.2, FPMR, VA Catalog 3, VHA Handbook 1173 and local policies, directives and instructions. Although guidance exists, significant judgment is required in selecting, interpreting and adapting these guidelines to the specific needs of the customer served and the medical emergencies that may occur.
Assignments include various duties requiring processes and method applied to prosthetic care activities. Decisions regarding what needs to be done and how administrative processes should be completed are based on the incumbent's knowledge of organizational goals, policies, priorities, structure, and committee of the staff. Assignments involve personal observances to gather information, identify and analyze procedures, problems, and issues; and determine effective procedures to improve the efficiency, effectiveness, and timeliness of factual or procedural administrative processes through the planning and conduct of small studies or analysis.
The employee is the source of information for other services at the facility, and as such is instrumental in providing prompt information with efficiency and accuracy. The quality of work directly affects the service for which the support is furnished and for whom the support is needed in our case the veteran. The work contributes to the effectiveness and efficiency of the Prosthetic and Sensory Aids Service operations and activities. The employee identifies and resolves various problems and situations that arise daily to improve the orderly and efficient processing of requests submitted to Prosthetics.
Persons outside the agency which may include consultants, contractors, or
business executives in a moderately unstructured setting. This level may also include contacts with the head of the employing agency or program officials.
The purpose of these contacts is to obtain or provide information for the audits of a wide range of purchases for supplies, equipment, and services for use by veterans served at this medical center. Information is also gathered to clarify needs, budget planning, and availability of acceptable substitute products. Follow-up contacts are necessary to resolve conflicts on procurements and settle disputes over product price, quality, and quantity.

Qualifications
To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 08/02/2024.
Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-09 position you must have served 52 weeks at the GS-07. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment.

Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-07 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: Establishes internal procedures regarding deadlines, progress reports and directives, Prepares, edits and archives all official correspondence requiring signature or approval, Provides advice to staff and supervisors regarding human resources procedures, laws, regulations and policies, Advises supervisors/managers on budgetary and finance issues, Provides expert advice on procurement issues, Participates in reviewing needs, plans, and goals to develop budget data and justification for review and approval, Executes and monitors balances of fund control points, Monitors performance, suspense actions and ensures issues are resolved, Interprets administrative policies, developing local polices, defining administrative requirements, and/or providing advice, and Prepares presentation materials related to financial, space, and equipment programs..

Education: Applicants may substitute education for the required experience. To qualify based on education for this grade level you must have a master's degree or equivalent graduate degree or 2 full years of progressively higher-level graduate education leading to such a degree or LL.B. or J.D. .

Physical Requirements: The work is primarily sedentary, although some slight physical effort may be required. assignments regularly involve long periods of standing, bending, and stooping to observe and study work operations in an industrial, storage, or comparable work area. The work is administrative in nature requiring the physical inspection, coordination and monitoring of merchandise and storage environments at different locations. The position requires walking, carrying, stooping, bending, and reaching while inventorying, receive, and stock the areas assigned. The incumbent may lift and carry items that weigh up to 25 pounds. The heavier items are moved with weight handling equipment.
