the Battle Creek VA Medical Center is recruiting for an Administrative Officer. This position will function in the Extended Care Service.
Duties
The Supervisory Administrative Officer (AO) of Extended Care Services (ECS) is responsible to the Chief Nurse of ECS. The incumbent will utilize a variety of management skills to independently perform all such duties, as are necessary to support the administrative and management responsibilities of the Chief Nurse. Duties are as follows but are not limited to:
Develops and directs all administrative functions of CLC, Long-Term Care, Palliative Care, and Home Based Primary Care (HBPC) throughout the entire facility.
Coordinates the activities of the service with the Medical Center Administration, with other services and outside agencies.
Participates in the development and implementation of both short- and long-term plans and policies for the Medical Center's Nursing and clinical health care delivery systems and operations.
Cooperates with service lines to develop and execute strategic business plans, annual budgets, and other resources allocations.
Must be fully and specifically knowledgeable of VAMC operations and the provision of care.
Designs analytical methods and detailed study procedures related to ongoing assessment of nursing performance metrics.
Utilize a variety of management skills to independently perform all such duties, as are necessary to support the administrative and management responsibilities of the Chief Nurse, Extended Care Services.
Functions as the professional non-medical leader of the care line.
Encompass administrative planning and oversight for the Community Living Center and HBPC Programs.
Monitors services provided,
Delivers presentations to facility leadership on service performance.
Prepares reports on consult requests and responses.
Responsible for tracking and developing performance measure monitors to assure quality in Extended Care Service.
Develops, plans, and implements process improvement measures as needed to maintain or improve patient satisfaction.
Responsible for program compliance with regulatory agency requirements.
Monitors compliance and communicates regularly with quality assurance personnel.
Serves as the Human Resources liaison for Extended Care Service.
Work Schedule: Monday through Friday, 7:30am to 4:00pm

Qualifications
To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 11/05/2023.
Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-11 position you must have served 52 weeks at the GS-9. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. You may qualify based on your experience as described below:
Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-9 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: working in a medical facility; performing work in a full range of functional areas such as human resources, purchasing, supply and property management, records management, financial management and budget, and related administrative areas; effectively managing administrative activities and the flow or information; identify problem and potential problem areas based on daily observance or studies; analyze and measure the effectiveness, efficiency, and productivity of administrative programs; and develop recommendations for improvement; and communicate effectively, both orally and in writing, to prepare reports, and to present findings to supervisor and other managers.

Physical Requirements: The work is primarily sedentary, some slight physical effort may be required. Some occasional travel may be required.
