The Battle Creek VA Medical Center is recruiting for a Administrative Officer. The Administrative Officer will function under the Environmental Management Service.

Duties

Duties for this position may include but are not limited to: Recommends to the Chief and Assistant Chief of EMS, administrative methods, and procedures for inclusion in service and medical center policy. Consults with management at all levels when reviewing or analyzing operations interrelated with other services. Assists, coordinates, creates and/or advises in the development of new programs and policies. This includes responsibility for identifying problems with existing programs or policies, suggesting new programs or policies, and implementing those suggestions as assigned. Works with the Chief and Assistant Chief of EMS and other facility personnel at all levels to ensure quality management and compliance issues pertaining to EMS are documented and appropriate follow-up action is taken regarding any problems, deficiencies or recommendations made as a result of the Service's quality management activities. Has frequent telephonic or personal contact with the Chief and Assistant Chief of EMS and other facility personnel at all levels concerning individual issues requiring decisions and, in some cases, determining the proper course of action on administrative matters. Acts as the Service Level Advocate and coordinator for Congressional, VA Central Office, personal inquiries, etc. and ensures thorough investigation and resolution of each inquiry. Is considered the Service's expert as it pertains to executive correspondence. Distributes, coordinates and reviews letters for replies to Congressional offices and the general public. Coordinates and acts a primary individual responsible for EMS performance improvement initiatives. Schedules performance improvement meetings for the Service, distributes agenda and drafts minutes for approval. Maintains spreadsheets on all performance improvement activities to include performance measures, process action teams, and customer (internal and external) service surveys. Work Schedule: 80 hours bi-weekly, Monday - Friday, 8:00am - 4:30pm Virtual: This is not a virtual position. Qualifications

To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 08/02/2023. Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-11 position you must have served 52 weeks at the GS-9. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment. You may qualify based on your experience and/or education as described below: Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-9 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: directing a personnel management program; providing budgeting and financial management; managing procurement and contracting; managing an accreditation program; providing for the overall administrative management of an organization. Must have the ability to communicate effectively both orally and in writing. Incumbent must have a good working knowledge of computer systems and software (Excel, Word, Power Point, Outlook, GSA database, VISTA, etc.) . OR, Education: Applicants may substitute education for the required experience. To qualify based on education for this grade level you must have a Ph.D. or equivalent doctoral degree, or 3 full years of progressively higher level graduate education leading to such a degree, or LL.M., if related. Such education must demonstrate the knowledge, skills, and abilities necessary to do the work. OR, Combination: Applicants may also combine education and experience to qualify at this level. You must have an combination of Graduate Education beyond a Master's Degree (leading to a PhD) and Specialized Experience. Such experience and education must demonstrate the knowledge, skills, and abilities necessary to do the work. Part-time experience will be credited on the basis of time actually spent in appropriate activities. Applicants wishing to receive credit for such experience must indicate clearly the nature of their duties and responsibilities in each position and the number of hours a week spent in such employment. Physical Requirements: The work is primarily sedentary, although some physical effort will be required. Incumbent must be able to move independently through the hospital to the necessary services of Environmental Service. Incumbent must possess visual and hearing acuity to communicate with both staff and patients. Incumbent must be able to communicate orally. Must also be able to carry at least 15 lbs. Must be able to operate a motor vehicle. Manual dexterity is required in operation of a CPU keyboard, calculator and/or other office machines.
