About the Position: Serves as the Employee Assistance Program Coordinator (EAPC), responsible for ensuring the non-military component of the installation, e.g., DA civilians, family members and retirees are provided Employee Assistance Program Services &/or referral to clinical rehabilitation services as required.

Duties

Serve as the Employee Assistance Program Coordinator, responsible for ensuring the Department of the Army civilians, family members and retirees are provided services and/or referral to clinical rehabilitation services as required. Coordination with subject matter experts to conduct training, primarily designed to identify and deal with individuals with alcohol/other drug and emotional/ behavioral problems which may interfere with job performance. Monitors and inspects soldier education to ensure technical competency in the subject matter areas of alcohol and drug abuse. Uses a broad range of methods in a variety of settings and environments to include, but not limited to, screenings, and evaluations for referral, short term counseling, and referral services for treatment or rehabilitation as appropriate. Publicize Army substance abuse prevention (ASAP)/Employee Assistance Program (EAP) services and ensures supervisors and employees receive training on how to access and use services. Develops an installation-wide Army Substance Abuse Program (ASAP) Prevention Education Plan of Instruction.

Requirements

  • Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
  • This position requires the incumbent be able to obtain and maintain a determination of eligibility for a Secret security clearance or access for the duration of employment.
  • This position requires attaining CEAP status within three years of assuming duties of position.
  • This position has a Temporary Duty (TDY) or business travel requirement of 5% of the time.
  • This position has been designated "Mission Essential". In the event of severe weather conditions or other such emergency type situations, incumbent is required to report to work or remain at work as scheduled to support mission operations.
  • This is a Term position scheduled to last 13 months and/or six years}. A term position may be extended to a maximum of six years depending upon the needs of management.
  • Term employment is subject to a one-year trial period.
  • This is an obligated position.

You will receive credit for all qualifying experience, including volunteer experience. Additional information about transcripts is in this document. Basic Requirement for Army Substance Abuse Specialist (SPP/RRP/EAP): A. Degree: Bachelor's degree (or higher degree) in behavioral or social science, or related disciplines appropriate to the position. OR B. Combination of Education and Experience: A combination of education and experience that provided the applicant with knowledge of one or more of the behavioral or social sciences equivalent to a major in the field. OR C. Experience: Four years of appropriate experience that demonstrated that the applicant has acquired knowledge of one or more of the behavioral or social sciences equivalent to a major in the field. In addition to meeting the basic requirement above, to qualify for this position you must also meet the qualification requirements listed below: Specialized Experience: One year of specialized experience which includes work that involves 1) providing guidance and/or administering or developing substance abuse prevention programs to include alcohol and other drug abuse; 2) developing and/or providing training on substance abuse prevention/education; and 3) Identifying trends to mitigate substance abuse challenges. This definition of specialized experience is typical of work performed at the second lower grade/level position in the federal service (GS-09). OR Education: Ph.D. or equivalent doctoral degree or 3 full years of progressively higher-level graduate education leading to such a degree in a field which demonstrates the knowledge, skills, and abilities necessary to do the work of the position. OR Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of experience by 12. Then divide the total number of completed graduate semester hours (or equivalent) beyond the second year (total graduate semester hours minus 36) by 18. Add the two percentages. You will be evaluated on the basis of your level of competency in the following areas: Communications and MediaCustomer ServiceEducation and TrainingTechnical Competence Time in Grade Requirement: Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade or equivalent (GS-09).
