This Incumbent serves as a Social Worker (Program Coordinator) at the GS-12 grade and is administratively responsible for a clinical program providing treatment to patients at the Clement J. Zablocki VAMC in Milwaukee, WI in the Housing and Urban Development/VA Supportive Housing program (HUD/VASH).

Duties

Provides direct patient care to veterans with complex substance use and/or mental health diagnoses. Responsible for program development, consultation within the program, other VA programs and community providers around substance use and mental health treatment. Ensures that patient care is coordinated with VA Medical Centers, community health or mental health providers and agencies that serve homeless populations. Prepares reports and statistics for facility, VISN, and national use. Manages and controls the use of data related to this program regarding day to day functioning and program evaluation. Plans and organizes patient care activities in conjunction with the Program Manager. Able to exercise mature professional judgment and is licensed to practice Social Work at the independent clinical level. Works within the HUD-VASH program as a Substance Use Disorder lead. Acts as a consultant for HUD-VASH social workers who serve Veterans with complex substance use disorders. Responsible for providing treatment for a caseload of veterans in the HUD-VASH program who have high risk substance use disorders. Expected to remain informed of best practices within the field of substance use disorders, and to collaborate with the outpatient Substance Use Disorder staff within the medical center. Provides trainings to staff related to risk assessment, CPRS documentation of risk assessment and best practices. Functions as the subject matter expert in substance use disorder treatment. *Preferred Experience* Specialized knowledge and experience in the treatment of substance use disorders Working with the population of homeless veterans. Paid Time Off: 37-50 days of annual paid time offer per year (13-26 days of annual leave, 13 days of sick leave, 11 paid Federal holidays per year) Selected applicants may qualify for credit toward annual leave accrual, based on prior [work experience] or military service experience. Parental Leave: After 12 months of employment, up to 12 weeks of paid parental leave in connection with the birth, adoption, or foster care placement of a child. Child Care Subsidy: After 60 days of employment, full time employees with a total family income below $144,000 may be eligible for a childcare subsidy up to 25% of total eligible childcare costs for eligible children up to the monthly maximum of $416.66. Retirement: Traditional federal pension (5 years vesting) and federal 401K with up to 5% in contributions by VA Insurance: Federal health/vision/dental/term life/long-term care (many federal insurance programs can be carried into retirement) Telework: A supports the use of telework as a way to help attract and retain talented individuals in public service, increase worker productivity, and better prepare the agency to operate during emergencies. Qualifications

Applicants pending the completion of educational or certification/licensure requirements may be referred and tentatively selected but may not be hired until all requirements are met. Basic Requirements: United States Citizenship: Non-citizens may only be appointed when it is not possible to recruit qualified citizens in accordance with VA Policy. English Language Proficiency: Social workers must be proficient in spoken and written English in accordance with VA Handbook 5005, Part II, chapter 3, section A, paragraph 3j. Education: Must have a master's degree in social work from a school of social work fully accredited by the Council on Social Work Education (CSWE). Graduates of schools of social work that are in candidacy status do not meet this requirement until the School of Social Work is fully accredited. A doctoral degree in social work may not be substituted for the master's degree in social work. (TRANSCRIPTS REQUIRED) Licensure: You must be licensed or certified at the advanced practice level, and must be able to provide supervision for licensure. In addition to the basic requirements for employment, the following criteria must be met when determining the grade of candidates. Grade Determinations: GS-12 Level: You must possess one year of experience equivalent to the GS-11 grade level (VA or Non VA) Experience must demonstrate possession of advanced practice skills and judgment, demonstrating progressively more professional competency. Examples of specialized experience at the GS-11 include, but are not limited to: assessing and documenting identified behaviors or symptoms of abuse, neglect, exploitation and/or intimate partner violence use of clinical social work skills; maintaining patient privacy and confidentiality per policies, handbooks or directives acting as an advocate with appropriate community service providers and agencies when it serves the best interest of the patient and family members/caregiver independently assessing the psychosocial functioning and needs of patients and their family members, identifying the patient's strengths, weaknesses, coping skills, and psychosocial acuity. In addition to the experience above, you must demonstrate the following Knowledge, Skills and Abilities: Knowledge of program coordination and administration which includes consultation, negotiation, and monitoring. Knowledge and ability to write policies, procedures, and/or practice guidelines for the program. Ability to supervise multidisciplinary staff assigned to the program. Skill in organizing work, setting priorities, meeting multiple deadlines, and evaluating assigned program area(s). Ability to provide training, orientation, and guidance within clinical practice. References: VA Handbook 5005/120 Part II Appendix G39 Social Worker Qualification Standard The full performance level of this vacancy is GS-12. Physical Requirements: The work is primarily sedentary. Physical demands do not exceed those of a typical office setting. There may be some walking, standing, twisting, turning, sitting, pushing, bending, repetitive keyboarding, or carrying of light items.
