The Homeless Prevention, Assistant Program Manager (APM) provides supervisory assistance to the administrative and clinical oversight of the Homeless Veterans Programs at the Clement J. Zablocki VAMC and its outpatient clinics.

Duties

The homeless prevention programs include: Health Care for Homeless Veterans (HCHV); Contract Transitional Housing (CTH); VA Homeless Providers Grant and Per Diem (GPD); Health Care for Reentry Veterans (a VISN-level position); Veterans Justice Outreach (VJO); Homeless Veterans Dental Initiative (HVDI); HUD/VA Supportive Housing (HUD/VASH); Homeless Veterans Community Employment Services (HVCES); the Community Homelessness Assessment, Local Education and Networking Groups (CHALENG) and Community Resource and Referral Center (CRRC) The APM assists the PM in direction of work of the Homeless Programs care and services, is accountable for the success of specific programs as directed by the PM, and ensures that the programs operate at a high level of effectiveness in order to comply with standards of accrediting, regulatory, and VA authority including the VISN, OIG, CARF, TJC, and the Office of Mental Health Operations. The APM assists the PM in identifying gaps in the delivery of Homeless Programs care and services and initiating performance improvement activities that may include implementing new programs, routines, changing policies and procedures and/or making organizational changes within the Programs. The APM assists the PM in developing and implementing a vision, aligned with the larger framework of VHA's Mission and Vision, that integrates key organizational and program goals, Transformational priorities, Core Values, and Distinguishing Characteristics of Homeless Programs. Assesses and adjusts to changing situations, implementing innovation solutions to make organizational improvements ranging from incremental improvements to major shifts in direction or approach, as appropriate; balances change and continuity; continually strives to improve service and program performance; creates a work environment that encourages creative thinking, collaboration, and transparency; and maintains program focus, even under adversity. The APM assesses, analyzes, acquires, and administers human, financial, material and information resources in a manner that instills public trust and accomplishes the organization's mission, and uses technology to enhance processes and decision making. Responsible to the Homeless Prevention Program Manager, Mental Health Division, but practices independently, exercising initiative and independent judgment in day-to-day activities. The APM assists the PM in designing and implementing strategies that maximize employee potential, connects the organization horizontally and vertically, and fosters high ethical standards in meeting the organization's vision, mission, and goals; provides an inclusive workplace that fosters the development of others to their full potential; allows for full participation by all employees; facilitates collaboration, cooperation, and teamwork, and supports constructive resolution of conflicts Assesses, analyzes, acquires, and administers human, financial, material and information resources in a manner that instills public trust and accomplishes the organization's mission, and uses technology to enhance processes and decision making. Work Schedule: Monday-Friday 8:00 am to 4:30 pm Telework: VA supports the use of telework as a way to help attract and retain talented individuals in public service, increase worker productivity, and better prepare the agency to operate during emergencies. Qualifications

To qualify for this position, applicants must meet all requirements within 30 days of the closing date of this announcement. Basic Requirements:United States Citizenship: Non-citizens may be appointed when it is not possible to recruit qualified citizens in accordance with chapter 3, section A, paragraph 3g this part. English Language Proficiency: Candidates must be proficient in spoken and written English to be appointed as authorized by 38 U.S.C. ? 7403(f). Education: Must have a master's degree in social work from a school of social work fully accredited by the Council on Social Work Education (CSWE). Graduates of schools of social work that are in candidacy status do not meet this requirement until the School of Social Work is fully accredited. A doctoral degree in social work may not be substituted for the master's degree in social work. Licensure: Must be licensed or certified at the advanced practice level, and must be able to provide supervision for licensure. (COPY OF LICENSE REQUIRED) GS-13 Grade Determination: One year of experience equivalent to the GS-12 grade level. Experience must demonstrate possession of advanced practice skills and judgment, demonstrating progressively more professional competency. Candidates may have certification or other post-master's degree training from a nationally recognized professional organization or university that includes a defined curriculum/course of study and internship, or equivalent supervised professional experience. In addition to the experience above, the candidate must demonstrate all of the following KSAs: 1. Ability to organize work, set priorities, delegate tasks, and meet multiple deadlines. 2. Knowledge of and ability to utilize evidence-based practices and clinical practice guidelines appropriately and ability to guide staff in using these tools. 3. Ability to deal effectively with individuals or groups representing widely divergent backgrounds, interests, and points of view. 4. Skill in managing and directing the work of others to accomplish program goals and objectives. 5. Ability to translate management goals and objectives into well-coordinated and controlled work operations. 6. Ability to establish and monitor production and performance priorities and standards. 7. Ability to analyze organizational and operational problems and to develop and implement solutions that result in sound operation of the program. Physical Requirements: The work is sedentary, but may require walking, bending, standing, and /or carrying of light items such as files and manuals. The work does not require any special physical effort or ability.
