The Social Work Program Manager is responsible for the administrative and clinical oversight of the Homeless Veterans Programs at the Clement J. Zablocki VAMC and its outpatient clinics.
Duties
The Homeless Veterans Programs include: Health Care for Homeless Veterans (HCHV); Contract Transitional Housing (CTH); VA Homeless Providers Grant and Per Diem (GPD); Health Care for Reentry Veterans, Veterans Justice Outreach (VJO); Homeless Veterans Dental Initiative (HVDI); HUD/VA Supportive Housing (HUD/VASH); the Community Homelessness Assessment, Local Education and Networking Groups (CHALENG) and Community Resource and Referral Center (CRRC).
Directs the work of the Homeless Programs care and services, is accountable for the success of each program, and ensures that the programs operate at a high level of effectiveness in order to comply with standards of accrediting, regulatory, and VA authority including the VISN, OIG, CARF, TJC, and the Office of Mental Health Operations.
Identifies gaps in the delivery of Homeless Programs care and services and initiates performance improvement activities that may include implementing new programs, routines, changing policies and procedures and/or making organizational changes within the Programs.
Responsible for management of funds allocated to the Homeless Programs within the assigned areas in excess of $2.2 million in appropriated funds, and assures the accuracy of vendors' invoices and timely payment for care authorized by the VA.
Licensed to practice social work at the independent clinical level.
Directs the clinical and support staff in an organizational unit performing work insix (6) separate program areas and all positions within these program areas.
Develops and implements a vision, aligned with the larger framework of VHA's Mission and Vision, that integrates key organizational and program goals, Transformational priorities, Core Values, and Distinguishing Characteristics of Homeless Programs.
Assesses, analyzes, acquires, and administers human, financial, material and
information resources in a manner that instills public trust and accomplishes the organization's mission,
and uses technology to enhance processes and decision making.
Develops and maintains a professional network with other Federal and State agencies
Focuses on measurable outcomes from both strategic and/or tactical plans which support the overall vision, mission and goals of the organization.
Work Schedule: Monday-Friday 8:00 AM to 4:30 PM

Qualifications
Basic Requirements: The following are the basic requirements and qualifications for appointment as a Social Worker in the Veterans Health Administration (VHA).
English Language Proficiency Requirement - Per VA Handbook 5005, Part II, Chapter 3, Section A, Paragraph 3j: No person will be appointed under authority of 38 U.S.C., chapter 73 or 74, to serve in a direct patient-care capacity in VHA who is not proficient in written and spoken English.
Education Requirement - You must have a master's degree in social work from a school of social work fully accredited by the Council on Social Work Education (CSWE). Note: Graduates of schools of social work that are in candidacy status do not meet this requirement until the school of social work is fully accredited. A doctoral degree in social work may not be substituted for the master's degree. Transcripts Required
Licensure: Candidates must possess a full, current, and unrestricted license to independently practice as a Social Worker at the advanced practice level in a State, Territory, Commonwealth of the United States, or the District of Columbia. Copy of Licensure Required.
In addition to meeting the basic requirements as stated above, you must have the following experience to qualify for this GS-14 Social Worker (Program Manager)
Experience GS-14 Grade Level: One year of experience equivalent to the GS- 13 grade level. Experience must demonstrate possession of advanced practice skills and judgment, demonstrating progressively more professional competency. Individual may have certification or other post-master's degree training from a nationally recognized professional organization or university that includes a defined curriculum/course of study and internship, or equivalent supervised professional experience. Additional case management and integrated case management program experience preferred.
Licensure/Certification. Individuals assigned as a Social Worker (Program Manager) must be licensed or certified at the advanced practice level and must be able to provide supervision for licensure.
Demonstrated Knowledge, Skills, and Abilities. In addition to the experience above, the candidate must demonstrate all of the following KSAs:
Skill in large scale program coordination and administration across multiple sites, which includes consultation, negotiation, and monitoring.
Ability to translate management goals and objectives into well-coordinated and controlled work operations.
Ability to analyze organizational and operational problems and to develop and implement solutions that result in sound operation of the program.
Ability to collaborate with internal and external partners to further program goals and enhance patient centered care.
Ability to provide the full range of supervisory duties which would include responsibility for assignment of work to be performed; performance evaluations; selection of staff, training, and recommendation of awards, advancements, and when appropriate, disciplinary action.
Ability to oversee the fiscal matters of the functions supervised (including fund controls, contracts, and equipment expenditures), forecast resource and equipment needs, and administer the allocated budget.
Skill in developing policies, procedures, and/or practice guidelines for the program and in participating in national program development.
Ability to collaborate with internal VHA partners, locally and on a national level, as well as external community partners to further program goals and enhance patient centered care.

Physical Requirements: The work is sedentary and is usually accomplished while the employee is comfortably seated at a desk or table. Some walking and standing may occur in the course of a normal workday in connection with attendance of meetings and conferences, or while researching files. Items carried typically are light objects such ascases, notebooks, and data processing reports.
