You will serve as a SUPERVISORY HUMAN RESOURCES SPECIALIST (EMPLOYEE BENEFITS) in the Department of the Navy Civilian Benefits Center of OCHR NORFOLK OPERATIONS CENTER.

Duties

You will serve as Head of the Specialized Retirements Branch responsible for ensuring the functions of the branch are fully executed accurately, with high quality, and timely in providing retirement benefits to serviced customers. You will serve as subject matter expert reviewing all new regulations and Department of Defense instructions and develop the Civilian Benefit Center (CBC) implementation strategy. You will provide direction on complex issues regarding special retirements in accordance with federal laws, regulations, and policy. You will counsel and develop and provide training in federal retirements and benefits for internal and external customers. You will document work performed in the Benefits Automated Tracking System (BATS). You will develop employee benefits guidance and standard operating procedures for retirement. You will document work performed in an electronic tracking system for federal retirement and benefits, to include, Federal Employees Health Benefits (FEHB), Thrift Savings Plan (TSP), unpaid compensation benefits, and processing of death claims.

  • Generally, current federal employees applying for GS jobs must serve at least one year at the next lower grade level. This requirement is called time-in-grade. Time-in-grade requirements must be met by the closing date of this announcement.
  • Within the Department of Defense (DoD), the appointment of retired military members within 180 days immediately following retirement date to a civilian position is subject to the provisions of 5 United States Code 3326.
  • Males born after 12-31-59 must be registered for Selective Service.
  • You will be required to obtain and maintain an interim and/or final SECRET security clearance prior to entrance on duty. Failure to obtain and maintain the required level of clearance may result in the withdrawal of a job offer or removal.
  • This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.

Qualifications

Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-12 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: providing expertise in comprehensive and thorough knowledge of laws, regulations, policies and precedents pertaining to complex issues in federal civilian retirements (e.g., disability retirements, optional and mandatory retirements under Fire Fighter (FF), Law Enforcement Officer (LEO), and Air Traffic Control (ATC) special retirements); providing advisory counseling services to customers on the impact and implications of benefits and retirement laws, regulations, entitlements, and obligations; developing training, writing standard operating procedures (SOPs), Corporate Business Processes (CBPs) and local forms for federal retirement briefings; composing responses to Congressional inquiries; and directing a subordinate staff in centralized operations focused in federal retirement systems and services ensuring quality and timely customer support (e.g., retirement benefits, health/life insurance, and Thrift Savings Plan (TSP)).
