About the Position: Is responsible for managing the industrial safety engineering, environmental engineering and occupational health programs at Rock Island Arsenal, including safety engineering, environmental engineering, industrial hygiene, radiation protection, aviation safety, hazardous communication, and industrial waste management.

Duties

Directs an organization responsible for a variety of diverse programs and services at a medium or large multi-mission military instalation. Focus on the prevention, identification, and rehabilitation and treatment services of civilian employees, active-duty military personnel and their family members, military and civilian retirees, as well as personnel of tenant and support elements. Plan, direct, and control a program involving a wide variety of industrial processes, shops, equipment, material, and machinery, some of which are unconventional and unique to the installation, highly hazardous and involve dangerous materials. Analyze a broad range of technical material contained in public law, professional journals, and manufacturer catalogues that are often insufficient to resolve highly critical safety issues.

Requirements

  • Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
  • Must complete all required training and obtain the American National Standards Institute accredited Installation Career Field Level 1, Safety and Occupational Health Professional Certificate within one year of starting in the position.
  • This position requires the incumbent be able to obtain and maintain a determination of eligibility for a Secret security clearance or access for the duration of employment. A background investigation and credit check are required.
  • This position is supervisory as defined by the Office of Personnel Management's (OPM) General Schedule Supervisory Guide (GSSG). A one-year probation to assess your ability to perform supervisory duties is required unless previously completed.
  • The duties of this position require the incumbent to possess or obtain and maintain a valid state Driver's License in one of the 50 U.S. states or possessions to operate vehicles.

Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). You will receive credit for all qualifying experience, including volunteer experience. Your resume must clearly describe your relevant experience; if qualifying based on education, your transcripts will be required as part of your application. Specialized Experience: One year of specialized experience which includes managing a safety and/or occupational health program, experience working with high level managers to help reduce employee injuries and illnesses, experience writing/reviewing policy and guidelines, and experience developing goals for safety and/or occupational health programs or similar organizations. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-12). You will be evaluated on the basis of your level of competency in the following areas: Managing Human ResourcesOral CommunicationPublic Safety and SecuritySafety and HealthWritten Communication Time in Grade Requirement: Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade or equivalent (GS-12). Applicants must meet all eligibility requirements and minimum qualification requirements prescribed by OPM within 30 days of the closing date of the announcement.
