This position is located at Bureau of Engraving and Printing, within the Operations Branch, Personnel Security Division. As a Personnel Security Specialist (Operations), you will be responsible for auditing, tracking, reporting, and monitoring progress of assignments and open cases pending completion of background investigations.
Duties
The following are the duties of this position at the GS-12. If you are selected at a lower grade level, you will have the opportunity to learn to perform all these duties, and will receive training to help you grow in this position.
As a Personnel Security Specialist (Operations), you will:
Assist with reviewing position sensitivity for all applicants, incumbents, and contracts to ensure the applicability as well as reviewing and approving all Electronic Questionnaires for Investigations Processing (e-QIP) within the mandated timelines.
Assist with reviewing Statements of Work to determine the contract risk level, coordinate with COR to verify risk designations when required, and monitor the process to ensure appropriate investigations are initiated for all low risk, public trust and national security applicants, contractors and incumbents.
Review derogatory and/or conflicting information from personnel security application documents and Special Agency Checks (SAC) reports, seek additional information/documentation from the individual to clarify questionable or discrepant Information, analyze the totality of information obtained, and make recommendations.
As instructed by the division manager, review and update the Operation's Branch policy and procedures in the form of manuals and Standard Operating Procedures (SOP) for the personnel security program.
Conduct special studies, prepare findings, recommend new policy, procedures, and/or changes related to the Personnel Security Program as well as assist or coordinate other special projects related to the Division.
Qualifications
You must meet the following requirements by the closing date of this announcement.
For the GS-09, you must have one year of specialized experience at a level of difficulty and responsibility equivalent to the GS-07 grade level in the Federal service.
Specialized experience for this position includes:
Applying personnel security principles, concepts, and methods to carry out assignments; AND
Assisting with gathering background information from contractors, current employees, or new hires to be utilized by others for the issuance, suspension, denial, or revocation of security clearances; AND
Providing technical guidance regarding the personnel security process.
OR
You may qualify with a Master's or equivalent graduate degree
OR
2 full years of progressively higher level graduate education leading to such a degree
OR
LL.B. or J.D., if related
OR
You may qualify by a combination of experience and education. Only graduate level education in excess of the first 18 semester hours (27 quarter hours) may be combined to be considered for qualifying education. To combine education and experience, your total qualifying experience is calculated as a percentage of the experience required for the grade level. Then, your education is calculated as a percentage of the education required for the grade level. The two percentages are added together. The total percentage must equal at least 100 percent to qualify for that grade level.

In addition to the above requirements, you must meet the following time-in-grade requirement, if applicable:
For the GS-09, you must have been at the GS-07 level for 52 weeks.
