This position is located in the Bureau of Administration, Global Information Services, Office of Global Publishing Solutions (A/GIS/GPS). GPS manages, directs and establishes policies for the Department's worldwide source for centralized printing, graphics, publishing, reproduction and distribution services. This position is eligible for telework; additional criteria will be required (e.g., supervisory approval).
Duties
Manages and provides direction to projects in support of the Department's Copier Management Program.
Leads project activities in fulfilling strategic sourcing participation by collecting and analyzing data, identifying trends, replicating cost-saving business processes, and realizing efficiencies.
Collaborate with other agency officers to develop and share innovative sourcing strategies and best practices.
Serves as Contracting Officers Representative (COR) overseeing multiple contracts in GPS and performing the full range of contract administration.
Leads source selection committees and ensures fair and equitable treatment and assessment of all submissions. Serves as the GPS lead with vendors in any stage in the contract lifecycle.

Qualifications
Applicants must have 1 year of specialized experience equivalent to the GS-12 level in the Federal service which provided the applicant with the particular knowledge, skills and abilities to perform the duties of the position.
Qualifying specialized experience must demonstrate the following:
Experience with government print management laws.
Experience in negotiating techniques to meet and deal with business-level, industry, and/or Government Offices.
Experience in cost sharing arrangements.
Experience with analyzing costs associated with differing aspects of the projects
There is no substitute of education for specialized experience for the GS-13 position.
