The Medical Management Specialist /Health Administrative Specialist on Duty (HOD) is a facility-wide position, located in the Office of the Chief, Health Administration Service (HAS), or Business Office (BO), with established guidelines, the position has both the authority and responsibility to represent both the Medical Center Director and the Chief, HAS on all administrative matters occurring when assigned to other than a normal tour of duty.
Duties
Promotion Potential: The selectee may be promoted to the full performance level without further competition when all regulatory, qualification, and performance requirements are met. Selection at a lower grade level does not guarantee promotion to the full performance level.
DUTIES OF THE POSITION INCLUDE BUT ARE NOT LIMITED TO:
Entering information accurately into numerous databases.
Verifies accuracy of information entered and makes corrections as necessary.
Reviews and verifies data for consistency and compliance with program objectives and adherence to VA directives.
Responding to in person, written and verbal requests for information and assistance with regards to health care, travel, or decedent benefits
Make determinations of healthcare and beneficiary travel benefits eligibility in accordance with VA directives, policies and procedures.
Determines eligibility, processes requests, determines fund control point utilization, arranges special modes of transportation, etc.
Providing on-the-job training to employees in accordance with established procedures and practices.
Captures insurance information for first and third party reimbursement.
Utilizes personal computer, telephone, fax, copier, scanner and other office equipment.
Completes reports, formal written correspondence and spreadsheets.
Performs decedent affairs duties; assisting families with requests, completing documents, arranging transportation of deceased, etc.
Extract, review and interpret data from several different military and VA databases.
Work Schedule: Hours vary - 24 hour rotations.

Qualifications
To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 07/25/2024.
Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-07 position you must have served 52 weeks at the GS-05. For a GS-09 position you must have served 52 weeks at the GS-07. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade.
Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment.
You may qualify based on your experience and/or education as described below:
For GS-07:
I possess one (1) full year of specialized experience equivalent to the GS-5 level in the Federal service that equipped me with particular knowledge, skills, and abilities (KSAs) to successfully perform the duties of the position, and that is typically in or related to the position to be filled. Examples of creditable specialized experience includes provides excellent customer service to customers/patients in order to determine eligibility, entitlements and benefits; appropriately handles patient information according to established policies and regulations; and processes administrative documentation regarding various patient care issues.
OR
One full year of graduate level education OR superior academic achievement.
For A GS-09:
I possess one (1) full year of specialized experience equivalent to the GS-7 level in the Federal service that equipped me with particular knowledge, skills, and abilities (KSAs) to successfully perform the duties of the position, and that is typically in or related to the position to be filled. Examples of creditable specialized experience includes but is not limited to: Comprehensive knowledge of all Health and Medical Administrative Programs to be able to assist patients through efficient, effective and compassionate service is required. An extensive knowledge of VA eligibility rules and regulations is required in order to provide patients with a comprehensive understanding of their health care benefits, entitlements to beneficiary travel and co-payment requirements; a strong working knowledge of admission procedures and policies, administrative procedures for transfer to and between hospitals, as well as all applicable laws, rules and regulations governing entitlements to beneficiary travel. An extensive knowledge of private and government agency health insurance is required for accurate collection of information for Humanitarian and third party billing purposes. Knowledge is required of various VA treatment programs and policies.

Have a master's or equivalent graduate degree or 2 full years of progressively higher-level graduate education leading to such a degree or LL.B. or J.D., if related to substitute for the specialized experience listed in (A).

Possess a combination of experience as described in A and education above the bachelors degree level as described in B above. [Note: To combine education and experience, first determine how much of the qualifying experience and education you have, as a percentage of what is required for each. Add the percentages together, and if the total is 100% or more, then the combined education and experience is qualifying for the position.

Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religions; spiritual; community; student; social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
Note: A full year of work is considered to be 35-40 hours of work per week. Part-time experience will be credited on the basis of time actually spent in appropriate activities. Applicants wishing to receive credit for such experience must indicate clearly the nature of their duties and responsibilities in each position and the number of hours a week spent in such employment.
Physical Requirements: Work requires some walking, standing, sitting, bending, and carrying of light to moderately heavy items, such as patient's belongings and/or records, boxes or printer paper, books, etc. Experiences constant interruptions, and will cover telephone operator on weekends and holidays to answer all incoming and outgoing calls coming through the switchboard at that time. Incumbent may be required to assist occasionally when staff members are needed in a "show of force" situation. Because of the nature and demands of this specific position, incumbent is subject to tour changes on very short notice and understands that it is required to remain on duty until relieved by an appropriate employee. This is shift work during other than normal duty hours and requires working holidays and weekends. AODs remain in the clinic/triage area except to leave for necessary errands involving the job. If the AOD will be gone for any significant length of time, arrangements are made for telephone calls and applicants to be handled by a responsible employee such as nursing staff or VA Police.
