This position is located in the Office of Global Women’s Issues, Office of the Secretary of State (S/GWI). You will serve as a Financial Management Specialist responsible for budgetary activities, development of contracts, task orders, logistical, financial, contracting, travel and a wide range of resource management functions to support program implementation. Serves as the primary Contracting Officer Representative (COR).
Duties
Interprets and enforces contract provisions, providing appropriate advice and guidance as needed. Recommends contract modifications that may include incremental funding, rate and cost adjustments, redirection of efforts, time extensions.
Recommends approval of progress payments, final payment, and closeout for contracts. Prepares and processes terminations of contracts for the convenience of the Government or as a result of default by the contractor.
Analyzes, plans, organizes, coordinates and participates in the full range of budget development (formulation, justification, and presentation) in the execution of funds control and the review process via the initial target, mid-year and final budget
Interprets and advises on procurement policies and guidelines in the preparation of statements of work, technical evaluation criteria, and government cost estimates. Advises and assists management officials in evaluating contractor proposals.
Responsible for implementing, monitoring, directing, coordinating, and overseeing the Office’s administration of travel and transportation. Applies travel regulations to all levels of personnel, including other U.S. Government agencies.

- Must be able to obtain and maintain a Secret security clearance.

NOTE: Applicants must meet time-in-grade and time after competitive appointment requirements, by the closing date of this announcement.
Time-In-Grade Requirements: Federal applicants must have served 52 weeks at the next lower grade to satisfy time-in-grade restrictions, per 5CFR 300, Subpart F.
Applicants must have 1 year of specialized experience equivalent to the GS-12 level in the Federal service which provided the applicant with the particular knowledge, skills and abilities to perform the duties of the position. Qualifying specialized experience must demonstrate the following:
-Experience serving as a Contracting Officer’s Representative (COR) providing a full range of planning, developing, and coordinating on contract management activities.
-Experience conducting procurement planning, analysis, and implementations to enhance the preparation of statements of work, task orders, Independent Government Cost Estimates (IGCEs), and other procurement activities.
-Experience managing and developing budget formulations, justifications, submissions and presentations.
-Experience planning, preparing and managing financial management activities.
-Experience implementing, monitoring, and overseeing the administration of travel and transportation management activities.
There is no substitute of education for specialized experience for the GS-13 position.
